SUMMARY

Under immediate supervision of the GIS Administrator, the Utility Locator is responsible for identifying, locating, and marking the location and position of City of West Jordan subsurface utilities within the city's rights-of-way.

ESSENTIAL DUTIES

• Organize and expedite requests for utility location and marking and prepare various clear and concise written reports and forms.
• Confidently interact with a variety of stakeholders including city utility crews, contractors, coworkers, city engineering personnel, city GIS personnel, city construction inspectors, and the public.
• Interpret maps to determine the location of utilities.
• Investigate and prepare written documents verifying marked utilities after each city facility damage incident.
• Develop and maintain records of Blue Staking requests and activities.
• Complete work orders and various other records pertaining to work activities.
• Work in a variety of weather conditions and hazardous environments such as construction sites and traffic rights-of-way while performing locate assignments.
• Work independently while exercising safety protocols in a professional manner through daily work assignments.
• Possess and apply independent judgment with respect to personal safety, time management, and operational practices.
• Locate underground utilities including the accuracy of vertical and horizontal locations.
• Perform other related duties and responsibilities as assigned.

MINIMUM QUALIFICATIONS

Education : High school diploma or GED.

Experience : One year of construction or public utilities experience including reading and interpreting project plans, blueprints, plat maps, and locating underground utilities.

Experience using locating devices highly desirable.

Certifications / Licenses :

Valid Utah Driver's License

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of :

• Utility marking protocol, Utility and public works operations, and GIS / GPS operations.
• Methods and best practices of underground utility locating.
• Detection equipment and underground utilities.
• Specific colors used in the industry to mark utilities with the designated color for the corresponding utility.
• Tools, machines, and equipment used in the operation, maintenance, and construction of the water, irrigation, flood control and streetlight systems.
• Principles of maintenance and construction of underground utility related projects.
• OSHA safety standards and EPA water standards.
• Safe work zones in accordance with OSHA and state standards, water system facilities, equipment.
• Modern office practices, methods, and computer equipment.

Skill with :

• Performing a variety of skilled and semiskilled activities to facilitate safe excavation.
• Locating and marking existing City-owned underground infrastructure including water lines, water valves, wastewater lines, reclaimed water system components, storm water collection system, and streetlights.
• Operating modern office equipment including computer equipment and software.
• Operating a motor vehicle safely.

Ability to :

• Competently operate a personal computer (PC) or tablet (iPad) in order to obtain information regarding excavation locations and to input status of work performed.
• Operate various electronic devices used to assist in the locating of subsurface utilities water lines and water valves, wastewater lines, reclaimed water system components, storm water collection system and streetlights.
• Use common tools such as a manhole lid hook or other small hand tools to open and inspect various utility appurtenances enabling direct attachment of locating equipment.
• Prepare or update maps to make corrections, alterations and adjustments to the city's utility maps.
• Compose and write clear and concise reports and fill out forms.
• Read and interpret as-built plans and plat maps to facilitate locating underground utility lines.
• Perform assignments in hazardous traffic environments and use appropriate safety equipment and procedures.
• Work with paints or other marking supplies and accurately mark utility lines.
• Set up and remove traffic control devices to facilitate the marking of utilities located in the road.
• Use a variety of specialized, sensitive electronic equipment to locate utility lines and valves in the right-of-way and within established utility easements.
• Understand and apply basic utility marking protocol and symbols used in the field and on plat maps, project plans, and blueprints.
• Communicate clearly and concisely, both orally and in writing.
• Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

WORKING CONDITIONS AND PHYSICAL DEMANDS

Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift up to 25 lbs. Exposure to outdoor environments including various harsh weather conditions, noise, vibration, confining workspace, chemicals, dust, explosive materials, mechanical hazards, and electrical hazards;

ability to travel to different sites and locations. Availability for on-call, stand-by, and emergency call duties.
