Job Description
If you have a Bachelor's or higher degree in Social Work, Accounting, Finance, Business, and / or a related field and experience in audit management, further your career in state employment by applying to become an Auditor III with the Utah Office of Substance Use and Mental Health (OSUMH), an office within the Utah Division of Integrated Healthcare.
Principal Duties The OSUMH Auditor III is a key staff position and reports to the Auditor IV within OSUMH. The key deliverable of this position is to help plan, coordinate, and lead audits of the substance use and mental health local authorities in Utah.
The candidate must have experience in auditing, and familiarity with evidence-based, best practices in the behavioral health field.
Further, they may perform complex audits in one or more of the following areas to ensure compliance with applicable state and federal regulations and determine effectiveness of procedures : fiscal data, accounting systems and records, taxes, grant compliance, employer compliance with Utah Employment Security Act, insurance companies, or other department activities.
They prepare summaries and reports, make recommendations for improvement, and work collaboratively with their team and other OSUMH staff to assess penalties where appropriate.
The Auditor III succeeds in this position by also performing the following tasks or having the following skills :
Proficient in Microsoft Excel & Google Sheets.
Comfortable with technology, applying new software tools to solve office problems.
Knowledgeable and comfortable with Google Drive, Google Groups and Google Chat. This position interfaces with division employees and community partners throughout the state in both an electronic and in-person environment and format.
Comfortable meeting with and coordinating information between agency directors, finance directors and staff, county officials, and outside auditors.
Through input and coordination with program staff, create audit quantitative tools to fairly and consistently monitor performance.
Analyzing, reviewing, and / or summarizing data; reporting findings, interpreting results, and / or making recommendations.
Ensuring compliance with applicable federal and / or state laws, regulations, agency rules, standards, guidelines, etc. The candidate will have an understanding of federal subrecipient requirements.
Gathering documentation to support resolution of non-compliance findings.
Planning and managing projects and / or programs. Writing (or discussing) project / program plan(s), recommendation(s), and / or finding(s).
Working closely with Local Authorities to ensure accuracy, follow-up and monitor completion of annual area plans and year-end reporting.
Providing assistance and / or on-the-job training.
Writing or drafting correspondence, reports, documents and / or other written materials.
The model candidate for this position :
Has obtained at least a Bachelor's or higher level degree in a behavioral health field, accounting, finance, business and / or other related field
Is adept at communicating information and ideas clearly and concisely verbally and in writing and dealing with people in a manner which shows sensitivity, tact, and professionalism
Preference Preference may be given to candidates with experience in behavioral health audits and the behavioral health system in Utah.
Preference may also be given to individuals with a qualified mental health professional license such as a LCSW, LMFT, CMHC, or LMAC license.
Note : as of April 8, 2024, DHHS employees will be working a hybrid schedule, which includes 2 office days per week and 3 telework days.

Responsibilities
Schedule audits and coordinate activities between participants and the audit team.
Perform pre-audit activities, including risk assessment, client charts and data, and outside audit reviews.
Conduct programmatic, administrative and financial reviews of contracted Local Authorities.
Present non-compliance findings and make recommendations for improvements.
Review and compare previous findings, ensuring findings have been corrected or penalties elevated until compliance is met.
