Director of Sponsored Programs

Annual Salary Range - $73,332.48 - $91,936.00

General Summary : Directs the pre and post award sponsored program activities for CCSNH; including the research of grant opportunities, preparation of grant proposals;

administrative oversight of sponsored program accounts, budgets, billings, and reports; and the development of policies and procedures, indirect cost proposals, audits schedules, other managerial reports.

This position shall report to the CCSNH Controller.

Principal Duties and Responsibilities :

Pre-award

  • Engages in ongoing research of grant opportunities that align with the mission, goals, and objectives of CCSNH and its colleges and advises CCS and College leadership on all potential sources of grant funding.
  • Works with College Financial Officers, and Presidents to develop grant proposals, prepare associated budgets, calculate indirect cost (administrative and facility) rates, and compile management reports.

Serves as a liaison with sponsors and CCSNH colleges and departments.

  • Works with the Grants Sponsor / Manager in negotiating sponsored research agreements and awards.
  • Creates new grant funds and accounts in the finance system and develops expense budget structures.

Post-Award

  • Maintains controls and reporting functions on all private and federal grants administered by CCSNH, which includes preparing accurate and timely financial reports and analysis to granting agencies.
  • Interprets applicable regulations and grant requirements and monitors grant revenue and expense activities to ensure compliance with allowability of restrictions and regulations.
  • Oversees cash management activities related to all sponsored accounts.
  • Communicates with Grants Sponsor / Manager on issues related to the financial management of grants, contracts, and sub-award recipients.
  • Assists the Grants Sponsor / Manager in managing all non-financial management and project close-outs.

Supervision

Supervises grants accounting staff including assigning tasks, conducting job-related training, monitoring, and evaluating job performance;

and overseeing time and attendance.

  • Formulates and administers grant management policies and procedures to ensure regulator compliance and consistency. Maintains and updates the CCSNH Grant Manager Manual and provides training on all relevant updates including regulatory and accounting processes changes, as needed.
  • Acts as the functional process owner for all grant related activity within Ellucian Banner ERP system.
  • Provides reliable, accurate and timely financial data to facilitate management decision making and strategic planning related to sponsored programs.
  • Prepares the annual Schedule of Expenditures of Federal Awards (SEFA) report for external auditors.

Other

  • Serves as a member of the CCSNH Finance leadership team responsible for strategic planning, financial management, risk management, resource development, policy setting, and overall administration of the CCSNH financial systems.
  • Maintains current knowledge of accounting standards, procedures, and applicable federal regulations by participating in professional development activities, establishing business networks, and reviewing professional publications.
  • Performs other related duties as assigned.

Qualifications :

Education : Bachelor’s degree from a recognized college or university with a major study in accounting, business administration, or public administration.

Experience : Five (5) years professional experience in grants administration, three (3) years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, planning, and evaluation, business management or related management experience.

Desired Qualifications : Knowledge of and experience with Federal regulations (i.e. OMB Circular A-21, A-110, and A-133) pertaining to grant funds in a higher education setting.

Experience with Ellucian Banner financial application.

Additional Desired Qualifications : Thorough knowledge of accounting principles and practices, state, and federal regulations (A-21, A-110, A-133) relating to grants to ensure regulatory compliance.

Knowledge of laws, rules, regulations, procedures, and practices associated with grant administration, accounting, and audits.

Knowledge of program administration and evaluation, including budget preparation, personnel, administration, purchasing, accounting activities, and regulatory compliance.

Ability to prepare and manage a budget, set program goals and objectives, analyze data, prepare budgets, and provide accurate information for managerial decision-making.

Ability to plan, assign, review, and supervise the work of accounting staff. Ability to analyze program effectiveness, establish and maintain effective working relationships with federal, state, and other public officials.

Ability to interpret and apply policies and regulations. Proficiency with spreadsheets and financial systems. Ability to demonstrate discretion, exercise sound judgment and maintain strictest confidentiality.

Ability to express ideas clearly and concisely both orally and in writing. Ability to work independently and exercise sound judgment in the performance of duties.

Ability to establish and maintain harmonious working relationships and work well in a team environment. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by CCSNH.
