FISCAL OFFICER VIII-CHIEF FINANCIAL OFFICER

DCR is a statewide agency which employs over 1,000 colleagues. The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances the natural resources and outdoor recreational opportunities throughout Massachusetts.

DCR is a dynamic agency, and includes over 450,000 acres of parks, forests, water supply protection, lands, beaches, lakes, ponds, playgrounds, pools, rinks, trails, and parkways.

This position manages the procurement of goods and services and all contracts that support the operations of the agency. Reporting to the Director of Administration and Finance, the Chief Financial Officer plays a major role in decisions around the allocation of resources to execute priorities of the Agency and serves as a member of the senior leadership team.

The incumbent will lead and manage the Agency’s financial responsibilities including operating, capital, federal, trust and revenue.

The CFO ensures that all financial planning is compliant with the Executive Office of Energy and Environmental Affairs (EEA) priorities, spending and staffing targets, program objectives and maximizes the use of available funding.

RESPONSIBILITIES :

  • Manages all financial budgeting and transactions associated with the operating and capital budgets, federal grant opportunities, trust funds, and the collection of all revenue within the Agency.
  • Assumes the responsibility for all financial, accounting, and budget issues for the Department including establishing an internal structure, with internal written procedures, and sufficient oversight to effectively manage department activities and monitor compliance with applicable laws, regulations, and policies.
  • Evaluates department staff, provides supervision and support to staff through timely feedback and facilitates the ability to achieve the highest level of professional growth, performance, and career advancement through the establishment of short-term and long-range goals, and provides adequate resources to meet team and departmental objectives.
  • Orchestrates team meetings, meets individually with department employees and supervisors to ensure performance enhancement and provides transparency into events and issues impacting the agency and department operations.
  • The CFO participates in senior leadership meetings for the Agency and advises on key strategic decisions. Also participates in various meetings within the agency such as department head huddles, committees, Agency briefings, and external meetings as needed.
  • Responsible for the fiscal audits and financial risk assessments and comptroller responsibilities including the production of monthly budget reports, analytical reports, and communicates the financial viability of the Agency.

Ensures that there is either appropriate segregation of duties or appropriate secondary review of fiscal obligations, expenditures, and reporting requirements to maintain adequate fiscal control and accountability.

Manages various non-appropriated bank accounts and attends pertinent training sessions related to fiscal responsibilities within the Department.

Obtains and provides to appropriate staff the necessary training, materials, Intranet / Internet access, and newly issued policies and other materials to enable staff to effectively manage department fiscal activities in accordance with applicable laws, regulations, and policies.

  • Prepares the annual budget, maintenance, and spending plans and oversees the capital improvement budget and spending. Works closely with Department Head and staff to ensure that department expenditures (including payroll) will not exceed appropriations in violation of state finance law and that, if appropriation shortfalls are anticipated, the necessary steps are taken to reduce department obligations and expenditures to live within current appropriations.
  • Oversees the management of an asset inventory system to maintain inventory control, facilitate budget and capital expenditure planning, and asset replacement.
  • Oversees staffing and overtime expenses; analyzes data to identify patterns and trends impacting the fiscal health of the agency.
  • Communicates and partners on a regular basis; acts as a liaison for internal controls, GAAP, MMARs, single audit liaison, and reporting requirements including but not limited to GAAP, GASB83, Fixed Assets, internal control questionnaire, and others as requested.

REQUIREMENTS :

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.

e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

  • A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
  • A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.
  • A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.
  • A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
