This position will perform project coordination duties for the restoration of existing facilities and construction of new fish hatcheries, water distribution, fish passage, wildlife viewing, marine and inland recreational water access, and Department-owned buildings and infrastructure.

Coordinate the preparation of permit drawings, cost estimates, final construction drawings and specifications utilizing available in-house technical staff and architectural and engineering consultants.

What to Expect-

Among the varied range of responsibilities held within this role, the Construction Project Coordinator :

Manages Projects :

  • Develop and monitor scope, schedule, and budget for assigned projects.
  • Assemble technical team to determine required project components including purchasing, surveying, drafting, engineering, permitting, construction methods, contracting, etc.
  • Coordinate development of drawings, permits, and develops specifications with assigned technical staff.
  • Solicit, hire, and manage any required external architect and engineering support.
  • Assemble final construction documents and coordinate review for construction approval.
  • Manages public works and in-house projects to ensure project scope meets expectations and the projects are on schedule and within budget.
  • Evaluates and directs the work of public work contractors.
  • Works with the in-house construction crew to accomplish construction projects.

Construction Site Inspector :

  • Inspects and monitors construction sites to ensure overall compliance.
  • Uses survey instruments, metering devices, tape measures, and test equipment.to perform inspections.
  • Ensures the contractor is compliant with the plans and specifications for the project and communicates project status with the project engineer.
  • Maintains daily logs and supplemental inspection records with photographs.
  • Prepares detailed activity and progress reports, noting all potential problems observed.

Working Conditions :

Work Setting, including hazards : Duties are performed in an office setting, and on construction sites (Hatcheries and Wildlife areas).

Work requires employee to walk on uneven terrain and steep slopes for extended periods of time; and tolerate inclement / adverse weather conditions.

Employee will climb ladders, work from boats and work from elevated locations. Must be able to negotiate water in emergency situations.

Schedule : Typically, 7 : 30 AM - 4 : 30 PM, Monday-Friday, but may be required to work more than 40 hours per week or on weekends.

Travel Requirements : Travel is required throughout the State for up to a week at a time.

Tools and Equipment : Computer hardware and software; video conferencing; testing equipment materials and motor vehicles.

Customer Interactions : Frequent interactions varying between Federal, Local, Inter-Agency, and Intra-Agency customers and vendors.

Qualifications :

Required Qualifications :

Closely related qualifying experience may be substituted for the required education on a year-by-year basis.

Option 1 : Bachelor's degree in architecture, naval architecture, engineering or building construction, or marine engineering and one (1) year of construction project management.

Option 2 : Five (5) years of experience in construction with two (2) years of experience in construction project management

For both options above :

Strong working knowledge of Microsoft Excel, Word, Outlook, and Bluebeam Revu software.

Knowledge of :

  • Principles of project management for building construction
  • Principles and practices of engineering and architecture related to design and construction of buildings.
  • Fundamentals of electrical and structural engineering.
  • Effectiveness and energy conservation aspects of various air conditioning and heating systems, water and wastewater systems, appurtenances to electrical systems, and hardware and other appurtenances adding to convenience, comfort, efficiency, safety, and handicapped accessibility of complex buildings.
  • Cost estimating
  • Administrative procedures and systems relating to capital projects.
  • Supervisory principles and practices.

Certifications / Licenses : Valid driver's license

Preferred Qualifications :

In addition to the required qualifications, our ideal applicant will possess some or all the following :

  • Experience in cost estimating, construction inspection, and materials testing.
  • Valid First Aid and CPR Certification.
  • Certifications in inspection and materials testing

Insurance Benefits

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note : Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday;

or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours.

Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA).

Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis.

Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and / or retention of a candidate or employee for a Washington Management Service position.

Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note : Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so.

However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
