Summary
The position is responsible for leading a cross functional team charged with supporting various activities in the interconnection of market entities to the Company’s transmission and distribution grid.
Interconnection support will include interactions with generating entities; electric utilities and rural electric cooperatives;
large retail customers; and, international, national, state, regional, and local project siting and economic development organizations.
This team will act as a key liaison between the Company and various entities to provide support for project scoping, initial and continuing stakeholder education, and evaluation of grid interconnection and associated system impacts.
Key Roles & Responsibilities.
Directly or through others, the incumbent :
- Responsible for interface activities with market entities for the provision of interconnection with the Company’s transmission system.
- Communicates with and educates market entities regarding transmission and distribution system interconnection and project development processes, including : regulatory (ERCOT, PUCT) requirements;
Oncor standards, processes and procedures; development timelines; contracts, agreements, and project support; and, financial requirements and fiduciary responsibilities.
- Interfaces with internal partners including, for example, Economic Development, Assets Planning, Transmission Engineering and ROW, Distribution Engineering, Transmission PMO, Transmission Operations, Legal, Regulatory, and Treasury organizations to assist in the scoping of interconnection projects and respond to market entities’ prerequisites and inquiries.
- Works to develop safe, competitive, and efficient solutions to interconnection requests, including management and administration of Company’s response to proposed nonconforming or developing interconnection structures.
- Leads team responsible for initial analysis and planning screening assessment of transmission system to identify system capacity and potential preliminary solutions to meet interconnection requirements.
- Coordinates and resolves supplementary issues with respect to new and existing interconnections that could include : tariff, metering and billing matters;
- communications issues; generator switchyard interconnections and generation interfaces; the modification and maintenance of existing interconnections or other ancillary interconnection issues;
the sale / purchase of grid facilities.
- Ensures process controls for Transmission Services regulatory compliance activities.
- Manages and develop relationships with market entities and industry organizations to represent the Company and establish constructive working relationships.
- Monitors trends and emerging issues for retail load, generation and resource development, and the activities of TDUs across ERCOT in order to assist in informing Oncor’s strategic mission, procedures and response plans.
- Facilitates a high-performance team culture including hiring high-potential job candidates, providing mentoring to professionally develop team members, and demonstrating continuous improvement practices.

Education, Experience, & Skill Requirements
Preferred Bachelor of Science Engineering, Bachelor of Science Electrical Engineering Technology, Bachelor Degree Construction Project Management;
exceptional candidates with Accounting, Finance, Business Administration, or other Engineering or equivalent experience or expertise considered.
- Minimum 6 years experience with a regulated utility; cross-functional experience desirable, including experience related to transmission-level voltage electric systems (69 kV or greater), distribution-level voltage electric systems (minimum 12 kV), or utility-scale generating plant electric systems, or other comparable experience.
- Experience with ERCOT and PUCT processes preferred.
- Demonstrated leadership capabilities, interpersonal, communications (verbal and written), and negotiation skills essential.
- Action-oriented with high degree of ability to organize, plan, and control numerous, large projects with exceptional organization and data management skills, in addition to applying organizational abilities to directly supervise in the organizational chain.
- Comprehension of utility market structure with knowledge of rules, practices, and procedures.
- Ability to effectively communicate and present to customers, external stakeholders, managers and executive leadership team.
Measures of Success
- The incumbent will be measured by achievement of the effective, thorough and accurate mutual agreement in the scoping and communication related to interconnection of customer facilities with Company’s electric grid.
- Screening requests are completed and feedback provided to customers in accordance with all tariff provisions, other regulations and requirements and completed in a timely manner and in accord with customer’s requested needs.
- All interconnections in the group should be achieved and maintained to complement and optimize Company business objectives.
In addition, management of work functions and appointed projects will be successfully completed with a high level of employee self-motivation and independence and minimum level of oversight and supervision.
- Effective attraction, maintenance, development, and retention of a proper work force for the group.
