Summary :
The Manager of Network Engineering reports to the Director of Infrastructure. Under the direction of management manages Networking Engineering staff and projects to ensure a highly available comprehensive integrated network which meets Lifespan needs.
Responsibilities :
- Interviews hires and assigns subordinate staff; provides guidance and counsel to subordinate staff; conducts periodic performance evaluation;
- recommends personnel actions; acts as a resource for staff; conducts periodic individual and / or group staff meetings; prepares and submits payroll;
provides and maintains subordinate staff development plans; develops standards for subordinate staff performance.
Directs the efforts of others in the achievement of strategic and operational objectives of the group.
Advise and make recommendations on strategic direction. Identify opportunities for automation standardization cost savings and business improvement.
Identify gaps develop strategy and create operational plans in support of Lifespans mission.
Manages the design of enterprise-wide Network systems to provide optimized applications and communications performance transport and availability across the Lifespan local area wide area and extranet network locations.
Develop and manage functional metric reporting requirements and KPIs.
Ensures documentation is developed and maintained for WAN LAN WLAN data communications and all other technologies under the purview of the Network Engineering.
Oversees the maintenance of appropriate configuration data for enterprise-wide routers switches controllers and firewalls.
Ensure all Network Infrastructure platforms are patched according to Lifespan published standards and hardened utilizing CIS Benchmarks as a framework.
Ensures audit trails system logs and other monitoring data sources are reviewed periodically and in compliance with policies and audit requirements.
Develop maintain and publish up-to-date policies standards and guidelines which align with industry best practices using control standards and regulatory frameworks.
Ensures the proactive performance of all Network disciplines including network monitoring and network capacity planning on all enterprise-wide Wide-Area / Local Area / WLAN networks and Firewalls.
Ensures high availability through redundancy and failover implementation in all network designs.
Researches and recommends new network technologies and upgrades to existing technologies to support business needs.
Integrate align and act as liaison with the business.
Manages Vendor relations to ensure Lifespan receives value and performance of resources in accordance with contractual agreements.
Develop roadmaps for all network infrastructure technologies.
Ensure proper documentation is in place for all networking standards procedures and hardening.
Develops assists and periodically reviews Network budget.
Maintains up-to-date technical knowledge by attending seminars vendor presentations and reading professional literature.
Participates in councils quality improvement teams and other such committees as required.
Participates in all departmental goals and strategy development. Provides assistance in negotiation and management of contracts with outside vendors.
Participates in Demonstrations / Presentations and Benchmarks.
Ensure network engineering program is in compliance with relevant laws regulations and policies to eliminate or minimize risk and audit findings.
Ensures Team RACI is always current.
Maintains work effort status within SLAs on Lifespans Service Desk Platform and Task Management Platforms. Assign tickets as required.
Perform other related duties as required.

Bachelors degree in management or information systems or M.B.A. or M.S. preferred
Certifications Required (3 or more - CCNP CCNP Enterprise CCNP Data Center JNCP PCNSE)
A minimum of ten years of IS experience with five years in a network management role.
Five years progressively responsible related work experience including at least two years of related supervisory / management experience in a similar environment.
Expert knowledge of regulatory requirements risk and industry standards associated with emerging technology authentication capabilities network design and cloud computing.
Knowledge of leading industry frameworks (ie : NIST ISO SANS) and Data governance models.
Expert knowledge of network infrastructure including routers switches firewalls and the associated network protocols and concepts.
Familiarity with Wireshark and / or equivalent packet capture and analysis
Strong understanding of networking technologies from architecture best practices to packet analysis
Experience with patch management device hardening configuration auditing and other best practices.
Ability to manage multiple high visibility deliverables simultaneously.
Excellent customer service and interpersonal skills required.
Must have excellent written and verbal (face-to-face and phone) communication skills including professional grammar and demeanor.
Expert presentation and reporting to executive audiences.
Experienced with vendor management selection and contracts.
Flexible work hours (May require management support after normal hours)
INDEPENDENT ACTION :
Functions independently within departmental policies and practices. Must be able to work independently in a manner to achieve goals objectives and productivity requirements.
Refers unresolved complex issues to their manager where clarification of department policies and procedures may be required.
SUPERVISORY RESPONSIBILITIES :
Supervisory responsibility for up to 25 FTEs.
