About this Position
The Recruitment Manager is responsible for the full employment recruitment-to-placement process for the City of Edmond. They oversee sourcing and screening potential candidates;
managing the interview and employment background process; facilitating salary offers; and keeping candidates updated throughout the process.
The Recruitment Manager also establishes and maintains connections with external entities such as local colleges, high schools, and businesses to promote the City of Edmond as an appealing destination for employment.
Additionally, the Recruitment Manager oversees the formulation of job descriptions and ensures recruitment strategies are kept current.
They provide guidance and training to department leaders on developing accurate job descriptions, recruiting, interviewing, and evolving recruitment strategies.
The Human Resources department has an alternative schedule, with hours from 7 : 30-5 : 30 Monday through Thursday and from 7 : 30-11 : 30 on Friday.
Responsibilities
- Manage employment, recruitment, and candidate selection activities, including (but not limited to) evaluating applications, conducting interviews, maintaining records in various HR software systems
- Oversee and conduct the employment hiring process
- Provide direction and assistance to the Talent Coordinator regarding tasks associated with the hiring process
- extend a conditional offer of hire and facilitate salary offer negotiations
- Coordinate and proctor promotional exams, psychological testing, and polygraph exams as needed for Fire, Police, and Public Safety Communications positions
- Coordinate and conduct the Promotional Assessment Process for the City of Edmond Police and Fire Departments
- Prepare and manage the HR Employment budget and provide recommendations
- Oversee the Temporary Labor Services contract to include screening, placing, and monitoring of temporary personnel in City departments
- Organize, plan, and conduct employment Onboarding and Orientation phases for new employees, supervisory promotions, and seasonals
- Compose employment-related correspondence, announcements, memos, and agendas
- Monitor and coordinate with vendors regarding post-accident testing results
- Assist with other Human Resources department functions, processes, and planning
Qualifications
- General knowledge equivalent of two (2) years of college Bachelor's degree or equivalent in HR, Business, or Organizational Development preferred
- 4 years of related experience and / or training Or equivalent combination of education and experience
- 2 years of management experience People and / or project management
- Valid Oklahoma Driver's License and a driving record acceptable to the City's insurance carrier

- Ability to learn legal restrictions and liabilities related to interviewing, conducting backgrounds, and screening employees
- Ability and willingness to work hours in excess of or outside established working schedule
- Ability and willingness to travel locally and occasionally overnight or out of town as needed (using personal vehicle)
- Ability to meet the required physical standards for this position
- Ability to pass extensive background process and pre-employment drug and audio screenings
