Job Description
This position will have the opportunity to be remote or hybrid with a requirement to work from the North Mankato facility 1-2 days per week and as necessary for meetings with outside visitors.
Position Objective :
The Subcontracts Manager (CM) position is responsible for leading the contract creation process on key strategic projects and programs with our suppliers.
The Subcontracts Manager is responsible for assuring that we manage our Defense suppliers in a manner that will facilitate obtaining and maintaining a Purchasing System that is approved by DCMA (pass DCMA Contractor Purchasing System Review audit).
This will involve managing, training and mentoring our Defense Subcontracts team. Also, develop a strong relationship with our most significant suppliers who exceed CAS and TINA thresholds with respect to all structure and content of contractual documents, discussions and negotiations.
The Subcontracts Manager will work closely with all members of the Defense team and report to the Contracts Manager.
Essential Duties / Responsibilities :
- Identify and assess the primary contractual requirements for each program that apply to our suppliers.
- Review entire supply chain and determine from the purchasing manual, the items on the checklist that apply to each vendor.
- Set up a plan with the purchasing team to work the checklist with the suppliers in accordance to our processes, training and CPSR requirements
- Work with the program and project management to define the contract strategy and timelines
- Establish a base of negotiating strategies, best practices, and negotiation personnel and teams
- Make improvements to processes, procedures, workflow and organizational structures for Subcontract Management
- Work alongside other members of the Defense team to develop statements of work (SOWs) and understand any current requests for information (RFIs), requests for quotations (RFQs) and requests for proposal (RFPs) that are in the pipeline
- Uphold legal and ethical practices in all matters
- Provide contract-related issue resolution
- Manage storage of all contract-related correspondence and documentation according to company policy
- Monitor project period of performance for close-out, extension or renewal to ensure that no gaps are left open in contractual performance
- Communicate subcontract related information to internal and external stakeholders including legal, DFAS, DCMA, DCAA, etc.
Experience / Skills :
- Due to government contracts, must be a US Citizen for positions at the North Mankato facility.
- 3-5 years of experience in subcontract management
- Legal background with relevant experience as subcontract or contract manager for governmental projects preferred
- Preferred experience in Defense
- Excellent professional, legal written and verbal communication and interpersonal skills
- Negotiation skills and experience
- Resilient and relentless in pursuit of targets and objectives
Education :
Bachelors degree in related field
