The NC Department of Health andHuman Services (DHHS) is seeking an experienced Enterprise CloudArchitect. This role will work with multiple internal and externalstakeholders to oversee the Departments Cloud computingStrategy.

The NC Department of Health and Human Services (DHHS)is seeking an experienced Enterprise Cloud Architect and Advisor.This position is responsible for overseeing the Departments cloudcomputing strategy.

This includes cloud adoption plans cloudapplication design and cloud management and monitoring. Thisposition will indirectly lead teams of technologists to advancesolutions delivery roadmap providing guidance andoversight.

Responsibilities include but arenot limited to :

Evaluateprojects from an Enterprise perspective ensuring alignment withbusiness needs IT roadmap

architecture and securitystandards internal controls and IT methodology.

Develop / Implement Cloud Strategy Cloud Governance / PrinciplesFramework

Collaborate with Stakeholders and develop / Implement Cloud Adoption Framework

Establish and run theCloud Advisory Council

Define standards process andcommunity of practice to facilitate cloud computing

within our organization in support of DHHS business and strategyrequirements.

Leads architectural content across allaspects of architecture in support of IT delivery.

Provide leadership regarding cloud architecture and theimplementation of infrastructure to support the

AWSmigration of systems.

Establish and maintain cloudarchitecture tools and processes.

Contribute to thesuccess of application migration projects by supporting multiplecustomers with

environment support and monitoring of thecloud environments (e.g. AWS GCP and AZURE)

Architectand improve continuous integration and continuous deployment(CI / CD) tools and processes

through infrastructureautomation.

Lead cross functional project teams andworkgroups.

Build and maintain effective workingrelationships with business stakeholders as well as technicalleaders

within IT and other engineers throughout theorganization (product engineering data / applicationplatforms

etc.)

Guide Solution Architects / Tech Leads to ensure that application and integration architecturealigns with

system design guidelines and enterprisearchitecture standards.

Be the champion for a cloud andsecurityfirst mindset and ensure solution follows DHHSsecurity

guardrails / policies defined by PSO.

Mindful of the Healthcare Industry and Digital Healthtrends.

Foster innovation and implement creativeoutofthebox ideas by conducting brainstorming sessions

hackathons and other innovation events and elevate thethinking.

Assist in the development of policiesstandards and guidelines that direct the selectiondevelopment

implementation and use of InformationTechnology within the enterprise.

Research and presentideas for the improvement of systems and processes forconsideration by project

managers

Provideleadership in adapting existing application architectures to cloudnative architectures.

KnowledgeSkills and Abilities / Competencies :

Knowledge of AWS RDS Aurora Lambda NoSQL RedshiftDynamoDB S3 and other datastore cloud

surroundingtechnologies

Knowledge of UNIX (Linux) and WindowsServer environment and scripting (bash shell Pythonetc.)

Knowledge and Hands on implementation experienceon the AWS Networking components.

Active status as anAWS Certified Solution Architect (Professionalpreferred)

TOGAF The Open Group Architecture FrameworkCertification (Professional preferred)

Track record ofevaluating plans to identify risk ensure alignment of goals plansand priorities across

teams and functions and meetcommitments; ability to create clarity about what success lookslike and

inspire velocity in self and others to achieveresults that accelerate functional impact.

Capable ofstepping up to address difficult issues and saying what needs to besaid.

Demonstrated knowledge of SaaS infrastructure andcloud computing architectures

Demonstrated knowledge ofdata security and compliance controls

Demonstratedknowledge of advanced automation (bots AI lowcodeplatforms)

Familiar with Microservices containerizationimmutable infrastructure and migrating existing workloadsto

the cloud.

Management prefersapplicants with the following :

Experience collaborating with State and Local Government

Experience in complex crossfunctional team environments

Minimum Education and Experience :

Bachelors degree or higher in InformationSystems Management Information Technology Computer

Science Business Management Engineering or another relateddiscipline

10 years of professional IT experienceworking with Windows Server or Linux environments.

5years of experience with AWS Cloud (IAM EC2 ELB RDS S3 LAMBDA APIGateway CloudFront

SNS SQS DynamoDB CloudwatchElastiCache)

5 years of experience leading organizationsthrough major change initiatives

7 years of experiencein IT and stakeholder relationship management
