Compensation : $79,907 - $84,346 (Grade 11)

Status : 100%, Full-Time, Management, Exempt

Probation : 180 Days

DEPARTMENT SUMMARY : The Youth Center serves youth up to the age of 24 who are currently at-risk of or experiencing homelessness.

The Youth Center offers services in an LGBTQ+ safe and affirming environment and serves as an entry point to assist youth making the transition from homelessness to housing.

Our services include meals, clothing, support groups, a charter high school, GED and college prep program, an employment preparation, training and placement program, case management, counseling, a crisis shelter and a transitional living program (TLP).

Our community-based programs include services for youth at- home, in school or in systems of care.

JOB SUMMARY : The Program Manager, Care Coordination is responsible for developing and overseeing direct service and care coordination programs for young people experiencing homelessness, including Drop-in services, Case Management, Housing Navigation, Problem Solving, and LAHSA Youth Coordinated Entry System Programs for Service Planning Area (SPA) 4.

ESSENTIAL FUNCTIONS :

  • Manage day to day operations of the Youth Services Drop-in Center, develop systems to ensure operational efficiency and optimal environment for service delivery.
  • Oversee program activities of Housing Navigation, Case Management, Regional Coordination, and Problem Solving and ensure that staff are implementing services and tracking outcomes in accordance with YS model of care and contract requirements.
  • Collaborate with Youth Services program managers and staff to develop and implement integrated programming across the department to meet the needs of young people.
  • Oversee Regional Coordination and Matching contracts for SPA 4 and ensure all program activities are performed in line with

grant requirements and LAHSA’s Coordinated Entry System policies and procedures.

  • Develop crisis response strategies in collaboration with Senior Manager, Equity & Engagement to address safety and retention issues and develop protocols to link youth to appropriate resources.
  • Recruit, onboard, train, supervise, schedule, and coordinate staff, interns, and volunteers.
  • Ensure that staff and volunteers have working knowledge of contract requirements, Coordinated Entry System policies and procedures, and departmental and agency policies.
  • Develop and maintain a supervisory system that includes preparing monthly work schedules, staff call-in log, regular staff meetings, regular one-on-one meetings, a training program, performance documentation, and personnel files.
  • Develop and implement reporting systems to meet program and grant needs and compile monthly reports as required.
  • Collaborate with external community-based service organizations to meet the needs of members.
  • Facilitate and participate in staff meetings, planning meetings, and other meetings as needed.
  • Other duties as assigned.

JOB QUALIFICATIONS AND EXPERIENCE :

  • Knowledge of or experience working with the LGBTQ community and familiarity with issues of relevance to LGBTQ people.
  • A passion for the Center’s work and its mission to make the world a better place for LGBT people.
  • 2-3 years’ experience managing programs in social service, housing, and prevention, preferably with homeless, runaway, and at-risk youth.
  • Knowledge of the Coordinated Entry System and experience working with the Los Angeles Homeless Services Authority.
  • Valid California Driver License with no restrictions and ability to obtain insurance.
  • Current CPR Certificate.
  • Bachelor’s degree in social or behavioral science or equivalent work experience a plus.
  • Sensitive to the needs of gay, lesbian, bi-sexual, and transgender youth experiencing homelessness, some of whom may have mental health and substance health challenges.
  • Excellent verbal and written communication skills, including strong organizational and interpersonal skills and a high level of attention to detail.
  • Strong computer skills including word processing, database operations, spreadsheets, and other software systems.
  • Demonstrated ability to work effectively with people of diverse races, ethnicities, nationalities, sexual orientations, gender identities, gender expression, socio-economic backgrounds, religions, ages, English-speaking abilities, immigration status, and physical abilities in a multicultural environment.
