TITLE : Project Proposal Manager REPORTS TO : Director Commercial, Contracts, and Administration DEPARTMENT : Commercial, Contracts, and Administration SUPERVISES : Project Proposal Planning and Preparation Team EDUCATION AND EXPERIENCE REQUIREMENTS : Minimum Education and Experience are as follows :
- College degree Engineering or otherwise
- Minimum 10 years in the upstream side of the offshore Oil and Gas Business
- Working knowledge of Floating Production Units Spars, TLP’s, and Semi’s
- Proposal management from receipt of tender through tender submittal and clarification period follow up.
- Proposal management for offshore projects from conceptual engineering through FEED proposals through full on EPCI tenders
- Proposal management and expertise with both technical and commercial requirements for offshore projects
- Experience organizing and driving tender deliverables and actions throughout an organization PRIMARY RESPONSIBILITIES : Major responsibilities can be summarized as follows :
- Manage tenders for the JV
- Follow and implement proposal procedure for all tenders
- Maintain quality control of tender process and tender
- Work with pursuit team and management team to incorporate pursuit strategy into each tender submission Specific Duties include :
- Receive, summarize and organize tenders
- Present the tender in a tender kick-off meeting with summary of deliverables and actions necessary for a quality tender submission
- Coordinate with all stakeholders including JV parents
- Drive actions and tender deliverables throughout the JV
- Capture and issue all tender clarifications to the client until award decision finalized
