The following education and experience will be accepted :

  • Bachelor's Degree or higher in Engineering, Architecture, Environmental Planning, Urban and Regional Planning, Geography or closely related field plus a minimum of five (5) years of experience in engineering and planning; OR
  • Associate Degree in Engineering, Architecture, Environmental Planning, Urban and Regional Planning, Geography or closely related field plus a minimum of nine (9) years of experience in engineering and planning.

A minimum of two (2) years of supervisory experience and budget / financial experience required. Must possess a valid Florida Driver's License and have and maintain an acceptable, safe driving record.

AdditionalDesired Training, Certifications, or Experience :

  • Stormwater permitting and design.
  • Flood Plain Manager certification.
  • LEED, Green Globes, SITES, or similar sustainable building practices.
  • Experience or training with charrettes, visioning, and other types of public data gathering workshop events.
  • Microsoft Project or other project management software / training.
  • Experience or training with ESRI ArcGIS, GoogleSketch, or other graphic software.

Code 1 : Essential Employees may be required to work during an undeclared emergency and / or declared emergency. On an incident-by-incident basis, the employee's Department Head will make the determination as to who will be required to work.

Under general supervision, performs managerial, professional, technical, and administrative work in as part of the Land Development Division of the Growth Management Department.

Assists in the direction of all functions, activities, and special projects for the entitlement and review of land development projects, specifically, stormwater, environmental, flood plain management and construction.

This position is responsible for overseeing land development-related activities consistent with the City's processes, Comprehensive Plan and other City plans to ensure all city ordinances, rules and regulations are consistent.

Considerable independent judgment and initiative are required in carrying out program objectives within the framework of administrative, engineering and planning principles and practices and established policies and regulations.

Supervision is exercised over a staff of professional and technical support personnel ensuring compliance with outside agencies, permitting, particularly for regulations pertaining to state and federal stormwater, environmental and flood plain management.

The incumbent is required to exercise initiative and independent judgement in developing and establishing programs, and providing administrative direction to subordinates.

The incumbent actively works to improve processes and customer service to build a substantial, vibrant City. Reports to the Growth Management Director.

ESSENTIAL JOB FUNCTIONS

Provides technical assistance to other departments, divisions, outside agencies and the public relative to the Comprehensive Plan and Land Development Code.

Monitors the implementation of the Comprehensive Plan and Land Development Code for consistency and implementation of best practices and adherence to applicable laws.

Interprets the Comprehensive Plan policies and the Land Development Code and ensures uniform implementation by staff.

Supervises the Division, including review and approval of staff recommendations and work products and staff training.

Prepares and / or supervises the preparation of reports and applications relative to various special projects including original data collection, population projections, publications, and graphic presentation materials.

Administers and manages Census related data.

Presents analysis and recommendations on land development cases to advisory board(s) and City Council based on consistency with the Comprehensive Plan and other ordinances.

Manages and directs staff on City GIS data management for planning related data and permitting databases.

Monitors and directs staff on engineering, environmental and flood plain related permits and site designs.

Attends and represents the City at meetings of County, State and Regional agencies.

Performs miscellaneous administrative activities including personnel evaluations, budget preparation and review / monitoring, interviewing job applicants, and general administrative functions.

Continually reviews and improves administrative processes within the Division.

Prepares oral and written technical and administrative reports and graphics. Presents to Planning and Zoning Board, City Council, stakeholders, associations, and other applicable events.

Serves as liaison to other governmental or quasi-governmental agencies relative to technical issues and City policy.

Attends necessary meetings of local governments, town halls, stakeholders, and homeowner associations; participates in discussions, answers questions, and does research, as required.

Attends seminars and conferences on engineering and planning issues; participates in meetings of professional organizations regarding state legislation dealing with planning issues.
