Job Summary / Basic Functions
Responsible for coordination of planning, design, and construction of agency capital outlay program of multiple projects including Architect / Engineer selection process, plan and specification review, construction inspection, and acceptance.
Develops six-year capital outlay plan projects. Also responsible for similar non-capital projects including administration of open-end service contracts.
Responsible for managing financial and property records including building and occupancy permits. This position is designated essential in accordance with DHRM Policy 1.35.
Required Experience :
Experience in institutional building design and construction practices and procedures. At least three years of construction project management experience.
Understanding of building code requirements and experience in the application thereof. Prior experience with application of regulatory compliance across multiple disciplines.
Required Education :
Must be a college graduate with a degree in engineering, architecture, or building construction, or a related field or equivalent experience.
Required Licensure :
Registration as a Professional Engineer or Registered Architect.
Additional Considerations :
KSAs
Experience and familiarity with the Virginia Uniform State Building Code (VUSBC); Commonwealth's Construction and Professional Services Manual (CPSM);
computer-aided design (AutoCAD); Stormwater Management (SWM) and Erosion & Sediment (E&S) Control regulations; and project management software are preferred.
EDUCATION
Experience
Previous experience with computer-aided design (AutoCAD) and Virginia Capital Outlay project management experience preferred.
LICENSURE / CERTIFICATION
Certification as a Virginia Construction Contracting Officer or ability to become certified within one year of hire. Certification by the Department of Environmental Quality in Stormwater Management and Erosion & Sediment Control or ability to become certified within one year of hire.
