Construction Surveillance Technician (CST) Team Lead
Pay : $50.00 hourly pay
JOB SUMMARY
The Construction Surveillance Technician (CST) Team Lead manages the construction monitoring and access control requirements of the site in accordance with the construction security plan including client service and problem resolution, service enhancement and expansion, operational effectiveness, preparation of policies and procedures, staffing, scheduling, supervision and training.
ESSENTIAL FUNCTIONS
- Serves as a key point of client contact to ensure the delivery of high quality customer service for assigned account; attend regular meetings and develop presentations that evaluate service quality and initiates any necessary corrective action in a timely manner.
- Exercise knowledge of Intelligence Community Directive 705 (ICD 705) standards, technical surveillance countermeasures (TSCM), construction principles, and the types of devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance.
- Prepares and coordinates staffing schedules for account, in collaboration with line management as necessary; acts to ensure that scheduling is handled effectively to meet client requirements while controlling labor costs;
reviews incident reports to verify SOPs and client directives have been satisfactorily followed; personally inspects all posts as part the evaluation of access controls.
- Monitor, observe, and interact with the construction workers as they accomplish their various tasks to preclude the introduction of electronic, electrical, mechanical, or any other type of hostile surveillance monitoring devices into finished construction.
- Screen all equipment, materials, and furnishings destined for use in the controlled construction area, using X-ray machines and any and all other methods of examination as outlined in the requirements and approved by the government.
- Operate proposed inspection equipment.
- Utilize knowledge of all construction disciplines, to include civil architectural, mechanical, electrical, and electronic engineering principles.
- Read and analyze designs and blueprints and recognize the architect’s intended use.
- Analyze designs and structural complexities for ulterior purposes not intended by the architect.
- Write detailed reports in English and complete the analyses of issues, findings, and security situations which require staff action.
- Maintain daily logs during their tour of duty.
- Other duties of similar scope and nature as assigned
MINIMUM QUALIFICATIONS AT ENTRY
Additional qualifications may be specified and receive preference depending upon the nature of the position
Basic Qualifications
- Must be a citizen of the United States
- Eligible for government security clearance
Education / Experience
- High School Diploma or G.E.D
- Five (5) years of experience as a CST for U.S. Government construction security projects
- Completion of a U.S. Government-approved CST training course
Background Prerequisites
Must undergo and meet company standards for background and reference checks, controlled substance testing, and behavioral selection survey, in addition to any mandatory licensing requirements

- Maintaining composure in dealing with authorities, executives, clients, staff and the public, occasionally under conditions of urgency and in pressure situations.

- May be required to work overtime without advance notice.
- Frequent sitting, standing and walking, which may be required for up to 12 hours per day and may involve bending at the waist, climbing stairs, and walking up inclines and on uneven terrain up to one-half mile per day.
- Occasional reaching with hands and arms, stooping, kneeling, crouching, and crawling.
- Frequent lifting and / or moving up to 10 pounds and occasional lifting and / or moving up to 50 pounds.
- Close vision, distance vision, and ability to adjust focus.
- May be required to use vehicle in the performance of duties. Vehicles are to include but not limited to : cars, trucks, electric carts, and bicycles.
- On occasion may be required to perform stressful physical activity.
- Depending upon assignment may be exposed to inclement weather or be required to work in environments or under conditions that require the use of protective gear and devices and / or awareness of personal safety and safety of others.
