The Department of Revenue's Audit Division is excited to announce an opportunity for a Revenue Forester 3 in our Spokane / North Eastern, WA Forest Tax Unit.

The successful candidate will be based at one of our Spokane, WA office.

Duties

As a Revenue Forester 3 , you will manage forest tax assessments and compliance by harvesters of private and public timber for a multi-county region.

You will identify and investigate evaded or avoided forest tax, determine potential tax discovery and liability while confirming accuracy of the largest and most complex accounts.

Some of your other duties will include :

  • Verifies species and volume of timber reported as well as the engineering encountered in road building and logging on timber harvest sites.
  • Provides forest tax law and administrative rule assistance to taxpayers.
  • Conducts records reviews of Small Harvester accounts.
  • Prepares final field audit reports for review by Forest Tax Operations Manager.
  • Works with counties and cities to ensure receipt of local permits for timber harvesting.
  • Performs log scaling and timber cruising when needed.
  • Represents the agency at meetings, hearings, classes and conferences as required.

Qualifications

A bachelor's degree in forest management, forest engineering, forest economics or forest science AND three years of professional experience in timber sales administration, timber tax administration, forest practices enforcement, forest inventory and appraisal, logging engineering, log scaling or timber marketing

Two years as a Revenue Forester or equivalent.

In addition to the above qualifications :

  • The successful candidate must possess a valid State of Washington driver's license within 30 days of appointment.
  • Within 18 months of appointment to this class, incumbent must demonstrate successful completion of the International Association of Assessing Officers (IAAO) course in market valuation of real property or a minimum of three credit hours of related course work from an accredited technical or vocational institution.

Preference may be granted to candidates that possess the following :

  • Knowledge of professional principles, practices and concepts of forestry, particularly in the area of forest engineering, timber harvesting, timber sales, timber marketing and timber appraisal.
  • Knowledge of Arc GIS software, use of GPS, and handheld field computing devices.
  • Aerial photo interpretation and map / compass skills.
  • General computing skills including applications in the Windows environment.
  • Ability to communicate effectively, sometimes in confrontational situations.
  • Knowledge of Forest Tax procedures, WACs and RCWs.
