Job Duties

VDH is seeking an experienced Technical Project Manager to join our Office of Information Management. The Technical Project Manager provides oversight and managerial support of several large scale, enterprise-wide applications that are mission critical to multiple divisions within the Virginia Department of Health (VDH).

This position manages all critical systems and interfaces for assigned Office / Division. Manages production releases, maintenance, upgrades, and software enhancements.

Identifies solutions and implements corrective actions to address application issues. Manages full system development life cycle (SDLC) software developments including devising project schedules, progress reporting, technically leading the design and software development, coordinating testing and training, planning implementation, production roll-out and managing changes.

Minimum Qualifications

• Knowledge and experience managing multiple enterprise wide, critical production systems and managing multiple, complex, and large-scale full life cycle development projects
• Knowledge and experience with application design, application management, and project oversight
• Knowledge and experience with relational database design and design patterns; frameworks; structured programming; work breakdown structures;
• technical specs; web services; multi-tiered web architecture; software development standards; secure programming; data modeling;

and iterative or agile development methods

Knowledge and experience managing structured development environments including change management processes, software version control, and release management;

planning; risk assessment; constructing database architecture; normalizing data models; and writing project plans, system test plans, software proposals, memorandum of agreements, and statements of work

• Knowledge and experience with technical aspects / systems / applications related to the program / Office / Division
• Experience providing technical leadership and management of staff, teams, and projects
• Knowledge and experience in integrating applications developed in various technologies through API calls
• Knowledge and experience in identifying and mitigating web application security risks
• Knowledge and experience secure printing concepts
• Knowledge and experience in DevOps platforms and their implementation practices
• Knowledge and experience with Oracle database and programming; PL / SQL; Oracle Apex, Oracle Rest Data Services (ORDS), Oracle SOA Suite, PLSQL WEB Toolkit, HTML, JavaScript;

Oracle Designer, JDeveloper, Forms, and Reports; Oracle WebLogic Server; Java; J2EE; Apache FOP; shell scripting

• Expert knowledge of tuning time / CPU consuming queries, and ORDS connection pool management
• Expert knowledge of setting up wallets to store SSL certificates on the Oracle database server to make secure connections to external APIs
• Knowledge in configuring Oracle REST Data Services (ORDS) in standalone mode and installing and upgrading ORDS on Tomcat and WebLogic servers
• Experience integrating apex apps with Apache FOP to generate PDF, Postscript, and PCL files and submit print jobs directly to the printers configured on the oracle application server.
• Experience with adding Rewrite Rules on the OHS for the application redirect rules
• Knowledge of Oracle Apex installation and upgrades
