Position Overview

The HR Business Partner (HRBP) / Senior Manager, Project HR is a trusted partner, primarily supporting DAI’s emerging business units, delivering informed and targeted guidance and support, based on an in-depth understanding of the unique requirements, challenges, and opportunities of donor (USAID) funded U.

S.-based and field-based projects.

This position provides consultative HR services, and day-to-day guidance on HR matters including, but not limited to, international human resources issues, organizational development, employee relations and conflict resolution, compensation, performance management, and benefits.

This position works effectively with regional senior portfolio leaders and the HR Management team to deliver value-added services and provide solutions to complex HR issues.

Advise to regional senior portfolio leaders will be based on best practices in global HR management and compliance with U.

S. government regulations for contractors as well as compliance with in-country labor laws.

This is a full-time permanent position.

Responsibilities

Global HR

Serves as HR focal point for a portfolio of projects; providing advice, counsel, and support on an on-going basis to U.

S.-based and field-based project teams.

  • Reviews and / or customizes employment document templates and policies for expatriate, third-country national, and local country national project staff and approves them.
  • Works with business units to successfully on-board all expatriate and third-country national project staff; delivers project HR new employee orientation as needed.
  • Advise on the mobilization and demobilization of expatriate and third-country national project staff. Reviews and approves demobilization letters for issuance.
  • Advise on tax equalization for expatriate and third-country national project staff. Develops secondment agreements and any tax equalization communication associated with secondments.
  • Manages employee relations matters, providing counseling and coaching to managers and staff on employee relations issues, ensuring effective resolution, and conducting investigations for U.

S.-based and field-based projects.

  • Provides guidance on performance management, and support to leaders in disciplinary actions, and conflict resolution.
  • Works with outside vendors and affected staff in managing and coordinating any medical and / or security evacuations or repatriation of field employees.
  • Works with global security to support the global crisis management team when needed.

Project Compensation

  • Monitors the effectiveness of existing Country Compensation plans (CCP), guidelines and procedures and initiates plan revisions as well as develops new plans which are consistent with compensation trends and DAI’s corporate objectives.
  • Supports and improves compensation-related processes and ensures compliance with US and relevant labor laws, and global HR best practices.
  • Partners with project management staff to assess needs and build capabilities in managing global compensation activities.
  • When appropriate, works with project recruitment teams during the bid / proposal process to advise on salary justifications, local benefits, and allowance packages / costs, and develops country compensation plans.

Additional responsibilities as deemed necessary.

Qualifications & Skills

Minimum Requirements :

P5 : Minimum of 4 years of related experience in human resources in the international development sector, and a college degree.

Equivalent combinations of education and experience will be considered.

P6 : Minimum of 5 years of related experience in human resources in the international development sector, and a college degree.

Equivalent combinations of education and experience will be considered.

  • Demonstrated experience providing HR Generalist or similar staff engagement support to project staff in multiple country contexts.
  • Demonstrated understanding of expatriate, third-country national, and local country national workplace environments.
  • Demonstrated international compensation experience analyzing relevant compensation information to ensure DAI’s country pay scales are equitable and align with current market data.
  • Understanding of U.S. laws, rules, and regulations applicable to U.S. government contractors that implement USAID projects.
  • Self-directed with strong organizational skills and the ability to prioritize multiple tasks / competing deadlines simultaneously.

Able to work as part of a decentralized team with minimal oversight.

  • Able and willing to adjust work schedule, if needed, to support teams located in different time zones / countries.
  • Able to handle confidential and / or sensitive information with discretion.
  • Excellent written and oral communication skills, with the ability to communicate complex or technical information clearly, and tailor communication style to diverse audiences.
  • Able to lead presentations, training courses, and effective meetings.
  • Able to build and maintain excellent working relationships with staff at all levels of the organization and external clients from diverse backgrounds.
  • Able and willing to travel to any country where DAI currently operates or may wish to operate barring times when DAI Global Security has deemed travel unsafe.
  • Demonstrated ability to work effectively within a culturally diverse environment.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint, and SharePoint).
  • Authorized to work in the United States.

Preferred, but not required :

  • Professional working proficiency in a second language (Spanish, French, Russian, or Arabic preferred).
  • SHRM-CP, PHR, or SPHR certification.
  • Excellent project management skills.
  • Experience living and working outside the United States.
  • Understanding of enterprise planning tools and / or relational databases for financial and non-financial analysis.

Compensation & Benefits :

For employees working the United States, the full-time equivalent annual base salary for the P5 position is expected to be between $82,417 to $96,962.

For employees working the United States, the full-time equivalent annual base salary for the P6 position is expected to be between $94,780 to $111,506.

Salary for part-time employees will be prorated based on actual hours worked. Actual offers will be based on several factors including, but not limited to, qualifications, relevant education, experience, skills, seniority, performance, and business or organizational needs.

Eligible U.S. based employees, will be able to enroll in medical, dental and vision insurance, plus a 401(k)-retirement plan with a company match.

Additionally, employees will be eligible for company-paid annual leave (vacation & holidays), sick leave, parental leave;

as well as short- and long-term disability coverage. Detailed information will be provided at the time a formal offer is extended.

For employees working outside of the United States, compensation and benefits will vary based on location.
