About the Position

Ready to lead a new division within our Human Services Department that prioritizes support from crisis to stability to self-sufficiency?

We're seeking an Assistant Director for our Community Resilience Division, focused on Community Action, supporting those experiencing homelessness, and delivering exceptional services through other crisis-related programs and projects.

The Assistant Director will partner with County executives, government agencies, and nonprofit partners across the region to reduce housing and utility insecurities.

You will have the opportunity to build and leverage solid relationships across the county to ideate, create, manage, and evaluate the highest-quality support systems for Maricopa County residents.

We Require

  • Six years of demonstrated professional experience in program administration and implementation, building and leveraging strategic relationships, and grant and contracts management, which includes at least three years of supervisory and / or managerial experience managing large programs
  • Bachelor's degree in Public Administration, Business Administration, or other related field
  • A combination of post-secondary education and / orjob-related experience may substitute for theminimum qualifications on a year-for-year basis

Other Requirements

  • Must currently possess or have the ability to obtain a valid Arizona driver's license at the time of hire
  • Must possess or have the ability to obtain and maintain a Level 1 Arizona Department of Public Safety Fingerprint Clearance Card

  • Master's degree in Public Administration, Business Administration, or a related field
  • Experience with methods to mobilize people, communities, and resources and to prioritize formal and informal group responses to community concerns regarding homelessness
  • Knowledge of national, regional, and local trends using evidence-based practices and data-driven outcome measures as they apply to homelessness and community action programming

Job Contributions

  • Provides strategic, administrative, and programmatic direction for the Community Resilience Division (CRD), including planning, implementation, grant reporting, staff supervision, budget, and financial management of all grant programs and services
  • Manages the planning, implementation, and reporting of the Community Action Program (CAP), and other crisis assistance programs (e.

g. homelessness prevention, rental, utility, mortgage)

  • Effectively develops, executes, and monitors contracts with local Community Action Agencies to ensure services are being delivered equitably and in compliance with state and federal regulations
  • Develops and implements strategic goals and operational / budget objectives
  • Ensures successful service delivery of crisis assistance programs in a high-demand environment through the management of County, municipality, and non-profit contracted staff
  • Oversees and monitors change management, project management, organizational structure, business processes, and management practices and policies that align with and support an innovative, integrated, client-centered, outcome-focused culture.
  • Responsible for implementing diversity, equity, and inclusion practices and principles in the Division, including service delivery, staff management, and program / project development
  • Works cross-divisionally to ensure comprehensive service delivery for communities and clients
  • Actively participates as a member of the Department's Executive Team, including the additional activities assigned to this team
  • Interfaces, develops, and maintains effective relationships with elected and appointed officials of local, state, and federal governmental jurisdictions and CEOs of service providers to identify goals and objectives
  • Perform a full range of supervisory responsibilities over assigned staff, including but not limited to establishing workload standards, determining work priorities, performance management, coaching staff, and hiring new staff

Working Conditions

Work is routinely performed in an office environment, which may require long periods of sitting, reading, and typing; however, hybrid work options are available.

Requires travel to program sites throughout Maricopa County and is subject to County policies regarding the use of County vehicles and / or private vehicles used on County business.
