Key Accountabilities (Essential Job Duties) :

  • Demonstrate understanding and adhere to the KCS principals of Employee Engagement, Operational Excellence & Safety, Customer Satisfaction, Corporate Social Responsibility and Economic Performance.
  • Develop, successfully implement, and continually review a 1-2-year business plan for the area in scope and meet agreed deliverables.
  • Ensure department policies, procedures and strategies continuously support Engineering and Communication & Signal objectives and programs.
  • Optimize the performance of the KCS asset safety, reliability and availability.
  • Implement and monitor operational practices.
  • Analyze defects and failures to avoid wrong side failures.
  • Develop and monitor a training plan for the Communication & Signal workforce (CS-1, CS-2) required to support all department activities.
  • Develop a process improvement plan for preventable signal delays.
  • Analyze utilization of department workforce and facilitate process to continuously identify improvement in work practices and scheduling.
  • Ensure safety and quality assurance that appropriate mandatory, MBTA and KCS standards are being delivered both internally by KCS staff and externally by KCS suppliers.
  • Drive improvement of safety performance in sync with annual safety plan for the Communication & Signal Department.

Skills and Knowledge

  • Experience at Engineering Management level within a complex railroad organization 10+ years of demonstrated leadership experience
  • Ability to develop and implement a strategic plan in the 1 to 2-year time horizon for the area of scope.
  • Strong knowledge of railroad signaling, concepts and maintenance.
  • Understanding and knowledge of the railroad equipment, preventative maintenance, equipment cycling and engineering facility management.
  • Understanding and knowledge of Communication and Signaling.
  • Understanding and knowledge of PTC (Positive Train Control) System.
  • Demonstrated acumen with regulatory requirements affecting passenger railroad operations including FRA and OSHA regulations.
  • Demonstrated capability to run a full operation and delivering agreed results
  • Key personal traits; forward thinking, proactive, resilient, sound judgement, innovative where it’s required, driven by a relentless pursuit of excellence.
  • Experience of successfully implementing change in a heavily unionized environment
  • Experience of managing first level managers and professionals with customer service, operational and safety accountabilities within a large organization
  • Communication skills at interpersonal and group levels
  • Demonstrated capability to influence, negotiate and facilitate buy-in with a variety of stakeholders up to and including labor organizations, clients, external PTAs, and other counterpart transportation agencies.
  • Proven ability to lead by example to foster positive cross functional relationships with internal and external stake holders.

Must pass a physical examination.
