Essential Functions :
- Assist with developing budgets for proposals
- Manage schedule and deadlines for proposals
- Decompose and translate RFP requirements into compliance matrix, annotate proposal outline and content plan
- Lead and manage cross-functional teams involved in the process to produce quality, winning proposals and provide necessary data for the customer to evaluate the proposal easily and effectively
- Establish and maintain positive working relationships with project stakeholders
- Coordinate the development of all proposal materials
- Manage proposal content, including assessment of quality and form
- Work with creative departments to develop win strategies, source content, and graphics
- Maintain and update all proposal procedures, templates, checklists, forms and other artifacts
- Additional duties assigned by upper management

Qualifications and Skills :
- Exceptional facilitation and organization skills to lead cross-functional proposal teams.
- Broad understanding of enterprise and technical architecture concepts and digital technologies such as cloud, SaaS, IT infrastructure, application software, system security
- Expert in the use of the Microsoft Office suite of products
- Working knowledge and skills in using document repositories like SharePoint
- Strong leadership, team development and management skills
- Strong project management skills
- Detail oriented with a strong focus on results
- Strong process orientation.
- Ability to be the internal and external point of contact, and brief team members including management
- Strong analytical, written, and oral communication and presentation skills
- Ability to take initiative, multi-task and work well under pressure
- Ability to pass a criminal background check
Qualifications, Education and Experience :
- BS or BA degree in business or related major or equitable work experience
- Minimum of 7+ years related experience
- Eligible to work in the U.S
- Experience with managing proposal activities in state or federal government environment
- Experience in driving and improving processes, quality, and throughout.
- Training or certification in proposal writing or processes (APMP, Shipley, etc.)
