The City Manager plans, organizes, and directs the overall administrative activities and operations of the City; advises and assists the City Council;

and represents the City’s interests with other governmental agencies, business interests, and the community. The City Manager must keep Council informed and advised of the financial condition and future needs of the City, and make recommendations to the Council concerning the affairs of the City as are deemed necessary or desirable.

The City Manager exercises direct supervision over executive management, lower level managerial, professional, technical, and / or clerical personnel.

COMPENSATION & BENEFITS

The salary for the incumbent City Manager is $290,050 annually. This also offers a generous benefits package, including :

  • Health Insurance : Cafeteria-style medical benefits with six different plan options. City contributes up to a maximum of $1,944 per month (2024 rates), adjusted annually thereafter based on change in rates.
  • Dental & Vision Insurance : City pays 80% of premium rates for both dental and vision for employees and eligible dependents.
  • Health Reimbursement Arrangement (HRA) : City contributes $50 per month into an HRA for each employee hired after May 8, 2007.
  • Deferred Compensation Plans (457 plan) : City contributes 7.5% of employee’s salary per month (no match required by employee).
  • Annual Leave : City provides 24 hours per month paid Annual Leave for use as vacation or sick time leave. Employees may cash out up to 40 hours per fiscal year.
  • Administrative Leave : City provides 80 hours annually of Administrative Leave to Executive Management employees per fiscal year (pro-rated based on hire date).
  • Holiday : City recognizes 13 paid holidays, which includes one floating holiday.
  • Allowances : For City Manager, City contributes $500 per month for Auto Allowance, $200 per month for Expense Allowance, and $100 per month for Tech Allowance.
  • Life Insurance : City pays 100% of the premium for a $100,000 life insurance policy.
  • Disability Insurance : City pays 100% of the premium for both short and long-term disability insurance policies.
  • Employee Assistance Program : City pays 100% of the premium.
  • CalPERS Retirement : The City participates in the California Public Employees’ Retirement System (CalPERS) with a 2.7% @ 55 formula for Classic Members hired on or prior to 05 / 16 / 11, 2% @ 55 for Classic Members hired on or after 05 / 17 / 11, and a 2% @ 62 formula for New Members (PEPRA) hired on or after 01 / 01 / 13.

Employee shall pay PERS employee contribution.

The City does participate in Social Security.

NOTE : The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level.

Each individual in the classification does not necessarily perform all the duties listed.

  • Direct and supervise the administration of all departments, offices, and agencies of the City.
  • Prepare and administer the annual budget and capital improvement plan; make mid-year budget recommendations and / or corrections;

prepare and oversee the financial forecasts of funding needed for staffing, equipment, materials, and supplies; monitor revenues and expenditures.

  • Submit to the City Council and make available to the public a comprehensive annual financial report and administrative report on the finances and activities of all City departments and agencies.
  • Keep the City Council informed and advised of the financial, administrative, physical, and operational condition of the City.
  • Recommend and present plans concerning future needs and programs.
  • Provide for the enforcement and faithful execution of all laws, ordinances, rules, regulations, acts of the City Council, the City Charter, and such other actions as the City Council directs.
  • Administer and safeguard all contracts of which the City is a party.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Appoint and remove all assistants to the City Manager and department heads.
  • Hear and rule on employee appeals of disciplinary action; implement discipline procedures; recommend employee terminations.
  • Direct and confer with department heads concerning administrative and operational problems.
  • Make decisions or recommendations for City Council adoption.
  • Oversees the enforcement of all City ordinances.
  • Serve as public relations and information office of the City; attend City Council meetings.
  • Represent the City in the community and at professional meetings.
  • Perform related duties as required.

Knowledge of :

  • Modern and highly complex principles and practices of municipal government.
  • Administration, departments, organizational, and economic development functions and services.
  • Principles and practices of municipal budget preparation and administration.
  • Principles of effective public relations and interrelationships with community groups and agencies, private businesses, firms, and other levels of government.
  • Current social, political, and economic trends and operating problems of municipal government.
  • Pertinent federal, state, and local laws, codes, and regulations.

Ability to :

  • Provide effective leadership and coordinate the activities of the organization.
  • Serve effectively as the administrative agent of the City Council.
  • Select, supervise, and evaluate assigned staff.
  • Interpret and apply laws, rules, and regulations.
  • Analyze, interpret, summarize, and present administrative and technical information and data in an effective manner.
  • Effectively communicate verbally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

Education :

Bachelor's degree from an accredited college or university in public or business administration or a closely related field.

Experience :

Five (5) years of increasingly responsible management experience in local government, preferably in a City Manager or county administrative office, including significant administrative, financial, and personnel management responsibilities.

Desirable Qualifications :

A Master's degree in public or business administration is highly desirable.

License, Certificate, Registration Requirements :

Some positions may require the possession of, or the ability to obtain and retain, a California Class C driver license by the time of appointment.

Individuals who do not meet this requirement due to a disability will be evaluated on a case-by-case basis.

Physical Requirements :

  • Work is performed in a typical office environment. (1) Mobility : frequent use of keyboard; frequent sitting for long periods of time;
