Oregon Housing and Community Services (OHCS) is searching for a Records & Reporting Analyst 2 to fill a key position within our Homeownership Division.
The person in this position will manage the coordination, tracking, and exchange of data between OHCS and mortgage servicers and other entities, to ensure that the collection and compilation of program data is complete, accurate, and compliant.

This position has some requirements for in-person work and can include remote work options too.
This position is Limited Duration (LD), full time, and represented by SEIU.
This LD position is a project / grant position with the possibility of becoming permanent depending on funding. Anticipated closing date is 06 / 30 / 25 .
The position may close earlier depending on program timelines.
Per the SEIU CBA for OHCS represented positions, applicants who are current OHCS employees will be considered and interviewed before external applicants.
This recruitment will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur.

WHAT YOU WILL DO
This is the primary data management position for the Homeowner Assistance Fund (HAF) program at OHCS. The person in this position is to manage the coordination, tracking, and exchange of data between OHCS and mortgage servicers and other entities, to facilitate assistance payments and ensure that the collection and compilation of program data is complete, accurate, and compliant with all state and federal regulations and requirements.
This position will research and draft data and records to create US Treasury quarterly financial and program compliance reports and any other regular or ad hoc program reporting required by the agency.
This position will evaluate payment overages / shortages to compile appropriate records and request correction of errors.
This position will independently investigate and resolve all complex Common Data File (CDF) issues and help develop and manage alternative information and payment exchange processes.
This position will create databases, verify data, and generate regular and ad hoc reporting to support compliance, reporting and audit activities, and agency, vendor, partner, and public information.
MINIMUM QUALIFICATIONS
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills;
and two years’ experience coordinating or administering a program.
Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.

Experience and knowledge of homeowner assistance programs, other government assistance programs, or mortgages and foreclosure prevention.
Ability to analyze and evaluate a variety of data sets to ensure compliance with rules and regulations.
Create databases, verify data, and generate regular and ad hoc reporting to support compliance, reporting and audit activities.
Write and run MS Excel macros to pull information from multiple sources to assist with data processing, management, and reconciliation.
Experience analyzing data and data exchange for accuracy, timeliness and effective communications.
Advanced experience with MS Excel and Smartsheet and experience with WinSCP and Visual Basic.
Experience promoting diversity, equity, and inclusion principles and practices in the workplace.

HOMEOWNERSHIP DIVISION
The Homeownership Division consists of four sections, each driven by the central goal of engaging low to moderate income Oregonians who wish to attain or retain homeownership.
Our offerings bring stability to families by supporting homebuyer and homeowner financial education and foreclosure counseling, programs that provide mortgage assistance or health and safety repairs as well as developing an array of affordable housing opportunities for Oregonians by facilitating the financing and development of homes for homeownership.
