Summary

The Data Scientist / Branch Chief position is based in the Planning and Forecasting Branch (PFB) of the Office of Planning, Analytics and Evaluation (OPAE) within the National Heart, Lung, and Blood Institute (NHLBI) at the National Institutes of Health (NIH).

The NHLBI leads a national initiative focused on diseases of the heart, blood vessels, lungs, and sleep disorders.

Duties

  • The Planning and Forecasting Branch (PFB) Chief is a hands-on data scientist and a team leader to guide and create data-driven products.
  • Develop robust data and portfolio analytical capabilities to facilitate data-driven decision-making across the Institute.
  • Serve as the primary resource for NHLBI’s budget modeling and workforce analysis, ensuring alignment with long-term strategic priorities.
  • Provide strategic direction and technical expertise on data science methodologies to support NHLBI leadership in operational and strategic planning.
  • Design, implement, and manage complex data applications and projects, utilizing programming tools such as R, Python, and SQL.
  • Develop and maintain an inventory of internal and external databases and analytical tools to support PFB initiatives.
  • Act as a key advisor to the OPAE Director and NHLBI leadership on data science techniques for resource and program forecasting.
  • Conduct comprehensive reviews and analyses to address urgent inquiries from senior leadership and governmental bodies.
  • Directly supervise PFB staff, including Operations Research Analysts and Data Scientists, ensuring effective performance and career development.
  • Establish and monitor PFB goals and objectives, continuously evaluating staff effectiveness and adapting resources to meet organizational needs.
  • Direct and manage all PFB programs, focusing on budget analysis and workforce planning to support NHLBI’s strategic objectives.

Qualifications

Basic Qualifications for a GS-1560 position : In order to qualify for a Data Scientist GS-1560 position, you must :

A . Possess a Bachelor's degree, or graduate / higher level degree with a major study in mathematics, statistics, computer science, data science, or a field that is directly related to the position.

B . Possess a combination of education (at least 30 semester hours) and additional appropriate / related experience that is the equivalent to a major in mathematics, statistics, computer science, data science or a field directly related to the position.

  • In addition to the above, to qualify at the GS-14 level, you must demonstrate in your resume at least one (1) year of specialized experience equivalent to the GS-13 level obtained in either the private or public sector that included the following tasks : managing data science programs and research activities to support program planning and forecasting activities for an organization;
  • providing guidance and expertise to management officials and program staff on data science techniques and methodologies;

coordinating and advising on data science aspects of program planning and forecasting; and providing supervision or direction to other staff in managing programs and services.
