Position Summary :

The VP Evaluation, Research, and Analytics (ERA) leads SI's ERA division. The ERA VP will be responsible for the overall management, quality and financial performance of the ERA portfolio and will oversee a dynamic and talented team of 20+ technical and management staff to execute that portfolio.

The ERA VP will play a lead role in business development including leading strategic bids, building and maintaining relationships with partners and clients and facilitating the growth of the ERA portfolio.

The ERA VP is a member of SI's Senior Management Team and in that capacity, works in close collaboration with the CEO, Senior Vice President, Technical Services (SVP), and other Division Heads to drive the strategic direction of the company and position it for continued success.

This is a full-time position located in the Washington, DC metropolitan area. The ERA VP will report to the SVP.

Please Note : This position responsibilities entail facilitation of engagement with other staff, clients, and stakeholders who are in the DC, MD, and / or VA (DMV) area.

Candidates located in the DMV area will be prioritized.

Responsibilities :

Leadership and Management

Oversees the ERA portfolio of projects. They will have responsibility for financial performance (P&L), technical quality, client satisfaction, and contractual compliance of a set of projects.

They will work with project teams (primarily Project Directors) to stay informed on their projects, acting in an advisory capacity, and intervening with direct support, as necessary.

Maintains close relationships with senior staff at key client organizations, particularly those with oversight of SI projects and will engage with those clients on a regular basis to ensure satisfaction.

The VP similarly maintains relationships with key partners.

  • Leads the ERA management team, leading divisional initiatives such as the development of the divisional strategy, implementation of internal initiatives, resource management, process improvement, and cross-divisional collaboration.
  • As a member of the Senior Management Team (SMT) of the company, actively engages in strategic initiatives designed to shape the future of the Social Impact ranging from annual planning and budgeting processes to day-to-day leadership and problem solving.

Personnel Management

  • Establishes a professionally satisfying and engaging environment for the entire ERA team. Promotes collaboration, learning and technical excellence.
  • Directly supervises four ERA staff who themselves have supervisory responsibilities.
  • Performs personnel management tasks such as time sheet approval, mid-year and annual performance reviews, employee recognition and addresses performance issues that are escalated in a timely fashion.

Coaches supervisors in the management of their teams.

Mentors and supports the professional development of divisional staff, including identification or development of internal learning opportunities.

Service Delivery

Serves as Principal Investigator / Team Leader, Director, Chief of Party, Deputy Chief of Party, or other senior roles on experimental / quasi-experimental evaluations, population-based surveys, and other research teams.

In this capacity, the ERA VP will conceptualize fit-for-purpose evaluation designs, design sampling strategies, develop instruments, oversee data collection, design and carry out statistical analysis, and disseminate results through written reports and conference presentations.

Additionally, they will provide overall technical quality assurance and management oversight.

In cases where the ERA VP is not serving in a leadership role on a project, the ERA VP may serve in the capacity of the Senior Technical Advisor (STA) on specific projects, providing technical advice and quality assurance services to the team implementing the contract.

In this role, the STA will provide guidance to internal Team Leaders and oversight to external team leaders in terms of technical quality.

  • The ERA VP is equipped technically and managerially to engage at any point in the evaluation cycle, diagnosing and resolving project issues and managing client relationships.
  • The ERA VP will maintain a direct billability rate of approximately 30%.

Business Development / Revenue Generation

  • Serves as the technical lead or as a technical writer on multiple proposals a year and as a reviewer on others.
  • Leads capture efforts on strategic bids, positioning SI through relationship building with key stakeholders.
  • Works in collaboration with senior colleagues to develop and operationalize strategies for winning proposals.
  • Leads partnering efforts with prime- and sub-contractors, including negotiation of workshare and proposal responsibilities.
  • Identifies technical experts and team leaders to be included on proposals. Interviews and assesses technical capacity of the proposed staff.
  • Develops proposal budgets, in collaboration with the Pricing team.
  • Contributes to the identification of new opportunities for SI, and monitors upcoming initiatives carried out by various international donors.
  • Develops knowledge assets and technical approaches to differentiate SI in the marketplace.

Representation

  • Establishes and nurtures relationships with senior staff in Social Impact's client and partner organizations.
  • Serves as a thought leader and high-level representative for SI in the wider development community.
  • Participates in relevant external communities of practice and represents SI at technical conferences, meetings, and with clients.

Qualifications :

  • Minimum of a Master's degree in international development, economics, statistics, public policy, or related field.
  • Minimum of 15 years of relevant professional experience including substantial experience in a management and oversight position.
  • Academic training and practical experience in quantitative research / evaluation and statistical analysis.
  • Demonstrated ability to oversee and lead multiple large and / or complex projects simultaneously and provide advice and guidance in a timely fashion.
  • Experience working with USAID and MCC.
  • Thorough knowledge of USG and / or donor contracting practices, required.
  • Experience working in developing countries.
  • Ability to travel overseas for short-term assignments.
  • Fluency working in Stata, R, or similar statistical software package.
  • Demonstrated expertise in at least one technical sector related to SI's work.
  • Demonstrated experience managing personnel, providing mentorship, and / or conducting resource planning.
  • Demonstrated ability to establish and maintain effective working relationships with clients, consultants, prime / sub-contractors, direct reports, and other co-workers.
  • Demonstrated ability to lead and write winning evaluation / research proposals.
  • Demonstrated ability to exercise good judgment and communicate effectively orally and in writing.
  • Able to work effectively under tight deadlines.
  • Fluency in written and spoken English.
  • A commitment to valuing diversity and contributing to an inclusive work and learning environment.

Preferred :

  • Preference for fluency or professional proficiency in Spanish or French.
  • Demonstrated experience in conducting and / or overseeing qualitative research.
  • Experience working with other international USG agencies, domestic USG agencies, bilateral / multilateral funders, and / or foundations.
