As an Accountant, at the full performance level you will perform the following duties :

  • Responsible for carrying out professional accounting responsibilities in accordance with guidelines established by DHS / ICE.
  • Perform activities that enable the agency to ensure compliance with laws and regulations.

You qualify for the GS-09 grade level if you possess one of the following :

Experience : One (1) year of specialized experience at the GS-07 grade level or equivalent performing duties such as :

  • Reviewing automated and / or manual accounting and financial management systems to find, review or change accounting data in transaction files, ledgers, accounts, summary reports and financial statements.
  • Interpreting financial and accounting data to provide appropriate analysis for management's use in decision making.
  • Reviewing guidance, memoranda, procedures, and instructions that cover the full spectrum of accounting and financial management issues.

Education : Successful completion of two (2) years of progressively higher-level graduate education and specialized experience as described above, when combined equals 100% of the total requirement.

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. Only graduate education in excess of the first full year can be credited for the combination.

Combination of Education and Experience : A combination of successfully completed graduate education and specialized experience as described above, when combined equals 100% of the total requirement.

You qualify for the GS-11 grade level if you possess one (1) year of specialized experience at the GS-09 grade level or equivalent performing duties such as :

  • Providing accounting services that support department and organizational programs and components.
  • Assisting senior level accountants in maintaining business processes that contribute to effective management control over program operations.
  • Communicating with senior level analysis in an effort to gather, analyze and compile data to provide support services.
  • Ensuring accurate, concise and timely information is available to management and officials upon request.

Education : 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

Combination of Education and Experience : A combination of successfully completed post high school education beyond the second year.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.

If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study.

Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

BASIC EDUCATIONAL REQUIREMENT : You must meet the basic educational requirement for this position. the Office of Personnel Management's (OPM), Individual Occupational Requirement (IOR) for the Accounting, 0510 series are as follows :

Degree : accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.

The 24 hours may include up to 6 hours of credit in business law. (The term accounting should be interpreted, generally, as accountant and / or auditor.)
