General Summary : Ensures Delphinus Engineering, Inc. is efficiently and effectively spending Government funds and is in compliance with Government policy, Federal Acquisition Regulations, and Public Law when procuring material and services.
Duties and Responsibilities include the following. Other duties may be assigned.
- Responsible for applying procurement policies and procedures and compliance with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFARS) related to procurement and management of material and equipment
- Prepares Purchase Orders (POs) based on Purchase Order Requests (PORs) from Program Managers and Logistics ensuring all quality attributes and requirements called out in the POR are included in PO
- Tracks the PO from inception through acceptance by the vendor with signature
- Ensures purchase orders and required documentation are in compliance with the approved procurement system for defined price thresholds including definition of requirements;
- competition; vendor qualifications, representations and certifications; government contract requirements including vendor prequalification, order rating;
cost or price negotiation, analysis and justification; designation of terms and conditions including contract type, terms of payment, day of award certifications
- Communicates with all Program Managers on current status of material and services
- Monitor material and services procured for each task to ensure on-time delivery within the quoted price and assists in expediting delivery based on Program Manager requirements

- Expedites delivery of material identified by Program Managers
- Forwards invoices received on POs for payment after the item has been satisfactorily inspected and received
- Maintain and retain all procurement files
- Prepares Vendor Feedback reports to address issues with received material
- Assists with audits of procurement files
- Manages purchases using Purchase Card (P-Card) process observing company limitations on use and reconciles the account with PORs authorized by Program Managers
- Provide input for addressing Corrective Action Reports (CAR) regarding purchasing process issues
Education / Experience :
- Typically requires 2 -5 years’ experience in a related field. High school diploma or GED, or equivalent combination of education and work experience.
- Ability to handle sensitive and confidential information
- Attention to detail a must
- Excellent communication skills (both written & oral), organizational, and interpersonal skills
