The Human Resources Program Manager provides project support and client advisory services with high emphasis on employee development, performance management, skills development and supervisor coaching.
Fosters relationships with clients and other leadership professionals. Reviews budgets, proposals and business development planning documents ensuring project comprehension and expectations.
Attends industry related networking events. Provides project leadership by working with the Client’s Executive Management Team establishing and maintaining objectives, strategies, action plans and policies.
Minimum Qualifications
- BA / BS from accredited university in human resources, education or related field
- MA / MBA from accredited university preferred
- 5+ years HR generalist experience or 7+ years in education, adult learning and / or employee development
- aPHR within 90 days of employment
- PHR / SHRM-CP within 1 year of employment
- Valid Texas Driver License and completion of criminal background check
Typical Duties
- Plans, develops, evaluates, improves and communicates methods and techniques for selecting, evaluating and training client’s workforce.
- Analyzes training needs to develop new training programs or modify and improve existing programs; may present training materials related to business development.
- Assists with development and implementation of recruitment and retention strategies to meet current or anticipated staffing needs;
analyzes employment-related and skill gap data and prepares actions plans to meet anticipated workforce challenges.
- Assists in evaluating job positions; determining classification, FLSA status, EEO, salary, working conditions and physical requirements.
- Contacts job applicants and career advisory clients informing them of the status of their applications; may recommend reference or background checks and informs applicants of details such as duties and responsibilities, compensation, benefits, schedules, working conditions or promotion opportunities.
- Acts as second chair for investigations related to employee relations issues, such as harassment allegations, work complaints or other employee concerns with affected clients and makes recommendations for resolution.
- Develops and organizes policy and writes papers, creates multimedia visual aids and other informational materials; presents information and provides explanation of learning objectives.
- Interprets and explains human resources policies, procedures, laws, standards and regulations.
- Documents findings of studies and prepares recommendations for implementation of new systems, procedures or organizational changes.
- Prepares reports, such as organization charts, flow charts and career paths, to summarize job analysis, evaluation and compensation information.
- Assists and provides problem resolution guidance to junior human resource professionals on matters related to recruitment, performance management, employee development and supervisor coaching, as requested.
- Develops collateral material encouraging client communication, skills building and professional development; actively supports life-long learner mentality.
- Performs other duties, tasks and special projects as assigned.
