Human Resources Specialist (Placement)

The position is in the Personnel Office, Administrator's Staff, National Gallery of Art. The incumbent serves as a senior technical resource for placement, with responsibility for providing a variety of personnel management services including management advisory functions in the areas of recruitment and placement, organizational design, and special programs.

Candidates must meet the Qualification Standards Handbook requirements for the GS-201-13. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 in the Federal service.

Specialized experience is at least one year of experience (combined), equivalent in responsibility to the GS-12 grade level in the Federal service and includes :

  • Experience with performing staffing and recruitment placement functions under Delegated Examining, Merit Promotion, and other hiring authorities;
  • providing advice on the processing of a wide range of personnel actions; applying knowledge of Federal human resources (HR) functions and processes in areas such as recruitment, staffing placement, classification, and position management;
  • Experience with utilizing various HR-related automated software programs (i.e., USA Staffing, National Finance Center (NFC), etc.
  • to gather and evaluate data;
  • Experience researching, analyzing, and applying Federal human resources (HR) law, rule, regulation, and policy and ability to manage work and projects in delivery of HR services.

  • Knowledge of effective federal recruitment, staffing, and placement practices, statutes, and regulations to bring about the best possible workforce.
  • Skill in analyzing HR programs and policies and recommending solutions.
  • Ability to provide advice and guidance to others.
  • Ability to communicate in all kinds of ways, with a variety of audiences, in order to persuade and convey important information.
