Job Summary

The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia.

As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices.

In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.

This position is in the Natural Resources Administration, Water Quality Division, Monitoring and Assessment Branch. The incumbent serves as an Environmental Protection Specialist and is a member of an interdisciplinary and interagency scientific team providing technical expertise for surface water quality control in the District of Columbia.

The incumbent collects and performs chemical analyses on river water, wastewater, river sediment and biological samples and identifies species of phytoplankton, invertebrate, crustacean, shellfish, waterfowl and other organisms in the field and in the laboratory.

Quality assurance procedures will be conducted as part of all monitoring and analytical related activities.

Duties and Responsibilities

The incumbent will also be responsible for data review, data interpretation, and report preparation using various softwares.

Prepares monitoring program reports, monitoring and quality assurance manuals, and sections of reports for other elements of the Division;

reviews and comments on reports prepared by other local, state, and federal agencies. The incumbent will also conduct field investigation and special water pollution control projects in conjunction with other elements of the Division.

Aids in planning, developing, preparing, and implementing Standard Operating Procedure, Quality Assurance Project Plans, and similar quality control measures relating to specific environmental disciplines.

Interprets District and federal statutes, regulations, and guidelines for specific environmental discipline. Has professional knowledge of other environmental programs that may be affected and can interact with them to a meaningful degree.

Provide assistance in designing and implementing sampling and analysis plans; collects and analyzes environmental data and information.

Including, creating and maintaining databases and records relating to findings, conclusions and decisions.

Qualifications and Education

Specialized Experience : Specialized experience is experience that has equipped the applicant with the particular competencies / knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled.

To be creditable, one (1) year of specialized experience must be equivalent to the next lower grade in the normal line of progression.

Preferred Experience : The ideal candidate will have an understanding to develop the environmental and natural resource management and restoration practices, regulatory guidance, compliance assurance and enforcement activities, and public education and outreach activities.

Ability to provide factual information concerning natural resources or environmental quality in onsite inspections, analysis of results, and development of conclusions and recommendations.

Ability to work in a team in a planned and coordinated effort and communicate effectively both in oral and in written forms.

License and Certification

A valid Driver’s License is required.

Working Conditions / Environment

The work is performed in an office, laboratory setting, and in a field environment.
