ESSENTIAL DUTIES
Administrative
- Collects rents, makes bank deposits, prepares and submits an accurate rent roll in a timely manner
- Uses site computer software to accurately enter all relevant transactions as described in the REM Policies and Procedures and follows back up and transmission schedules
- Verifies incomes and complies with HUD, Tax Credit or other regulations regarding income certifications and other documentation / correspondence.
Completes annual and interim re-certifications in a timely manner
- Conducts annual unit inspections at time of resident re-certification
- Ensures security of all files and records
- Maintains a waiting list, markets units and screens applicants for vacancies according to appropriate guidelines
- Prepares and processes leases, security deposit agreements, inspections and other forms for incoming residents. Conducts inspections for outgoing residents and prepares final closing statements
- Supervises on-site staff with input from the Property Manager on pay changes, counseling and performance evaluations
- Maintains regular office hours and assumes primary responsibility for tenant-management relations
- Processes evictions with assistance from Property Manager
- Assists with the preparation of budgets, common area reconciliations, and calculation of tenant charges
- Regularly processes all invoices and submits to Accounting for payment
- For HUD properties, submits vouchers by the 10th of the month
Facilities
- Conducts annual unit inspections and coordinates repairs if needed in accordance with MidPen Traffic Light report standards
- Walks the grounds daily with site inspection report, making sure that everything on the property is clean and in good order
- Assists supervisor in developing specifications and obtaining bids from vendors / contractors to ensure quality work at reasonable cost
- Purchases supplies not to exceed amount on employee contract without prior written approval of Property Manager
- Responsible for determining, tracking and administering capital improvements and replacement programs, preventive maintenance and capital improvement programs under the direction of the Property Manager
Marketing
- Consistently receives shopping and phone report score of at least 90
- Oversees and creates market surveys
- Participates in community outreach programs and events, such as Neighborhood Watch and ongoing networking with local officials (police, fire, annual inspections)
- Plans activities for residents to encourage retention, staying within budget
Other
- Responds to emergencies
- Ensures adherence to and compliance with Traffic Light Report requirements
- Implements OSHA trainings and IIPP safety program for property. Complies with all safety guidelines and ensures each employee supervised also complies with MidPen safety guidelines
Supervisory Responsibilities
- Supervises 3 or more full-time staff
- Orients new employees to position
- Trains staff on emergency procedures and employee safety
- Approves timesheets and time-off requests
- Sets and oversee employee work schedules
- Provides performance feedback to employees, including coaching, counseling and disciplining
- Conducts regular meetings for discussions, problem solving, encouraging, and training
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the education, knowledge, skill, and / or ability required.
Education and Experience
- High School diploma or GED
- Two continuous years or more of property management experience, preferably in affordable housing, or four years of unrelated General Manager experience
Knowledge, Skills, and Abilities
- Ability to develop and implement site budgets and variance reporting
- Skill in problem solving with staff, applicants and residents
- Knowledge of HUD, DFEH and ADA guidelines and other regulatory agency guidelines specific to site
- Strong communication skills, both oral and written
- Intermediate level computer skills (Excel, Word, Internet, e-mail) skills
- Ability to use initiative and think independently
- Able to maintain a calm and professional demeanor in all communications with residents, vendors, and staff
- Sound judgment - ability to work effectively with wide variety of personalities
- Must have valid driver’s license and DMV clearance
- Must have access to reliable vehicle and maintain own auto insurance in accordance with MidPen minimum requirements
- ARM or equivalent certification preferred
- COS or equivalent certification preferred
- YARDI software experience preferred
- Supervisory experience preferred
- Must be able to communicate effectively verbally and in writing

Physical Requirements
- Constantly perform desk-based computer tasks, frequently sitting
- Occasionally stand / walk, reach / work above shoulders, grasp lightly / fine manipulation, grasp forcefully, use a telephone, sort / file paperwork or parts, lift / carry / push / pull objects that weigh up to 25 pounds
- Rarely twist / bend / stoop / squat, kneel / crawl
Working Conditions
- The majority of time is spent on the property
- Some off-site travel is required for trainings, banking, purchasing supplies, court proceedings, City Hall, corporate office meetings, and other MidPen sites
- May be exposed to hazards such as electrical, chemicals, asbestos (in older buildings), and others covered by applicable state and federal laws
- Must be able to work with frequent interruptions
- The Property Manager must approve, in advance and in writing, any work from home or onsite apartment
- Must be available to respond to emergencies as needed. May provide first response
