Job Title : Safety and Emergency Management Administrator WMS02

Location : Olympia, WA The position is hybrid, allowing for remote work with occasional mandatory in-person meetings, site visits, and required travel throughout the state.

Salary : $94,627 - $118,284 Annually

In this position you'll have the opportunity to manage DCYF’s safety and emergency management programs that perform the agency’s required and recommended staff safety needs, duties related to emergency management and critical incident response, and continuity of operations planning for over 5,200 staff.

This is a department-wide position whose expert consultation and advice directly contribute to the quality of DCYF’s safety, emergency response and continuity of operations plans.

These plans are critical to DCYF’s mission to protect and strengthen staff so they can support families to flourish by independently and strategically managing a safety and emergency management program that is prepared and supports staff to meet the incredible and varied needs of our clients, ensure staff knowledge and skills to safely work with children, youth and families, and retain staff in a safe and supported work environment.

The Opportunity :

The Department of Children, Youth, and Families (DCYF) Safety and Emergency Management Administrator reports to the Employee Supports Senior Administrator within the Administrative Services Division’s Employee Supports Office.

This position oversees DCYF’s safety and emergency management programs that perform the agency’s required and recommended staff safety needs, duties related to emergency management and critical incident response, and continuity of operations planning for over 5,200 staff.

This is a second-line supervisor of 10 staff focused on supporting all agency staff so they have the safe foundation to carry out their duties and goals to protect children and strengthen families, so they flourish.

This position also works closely with the Critical Incident Clinical Supports Administrator and the Peer Support and Crisis Response Administrator to support the intersecting work of critical incidents within the Employee Supports programs.

Emergencies and disasters that cause disruption to DCYF operations happen every year in Washington State. Comprehensive planning mitigates the impact of such incidents and protects the welfare of employees, clients, and the public.

The incumbent in this position is the agency’s expert in planning and preparedness for safety and emergency management. The purpose of this position is to maintain and enhance the day-to-day staff safety culture for the agency and build the department's organizational and individual employee capability to respond effectively to emergencies and disasters and to enable DCYF to continue to safely delivery its mission essential functions during any incident.

This is a department-wide position that supports and contributes to the DCYF mission by conceptualizing, promoting, and overseeing agency performance in staff safety and developing and implementing continuity of operations, emergency operations and emergency coordination center plans.

This position's expert consultation and advice is significant in terms of the quality of DCYF’s safety, emergency response and continuity of operations plans.

The DCYF safety and emergency management programs have a direct causative risk-reducing impact on the agency's ability to keep staff safe in their daily work and respond to and recover from emergencies and disasters.

This position is responsible for the agency’s development of safety, emergency response and continuity of operations plans that meet applicable legal requirements.

This position also incorporates these organizational complexities into integrated and comprehensive strategic plans.

Some of what you will get to do :

  • Develops and manages the agency’s safety and emergency management programs.
  • Supervises with direct reports at the Program Specialist 5 level and is responsible for other safety and emergency management staff.
  • Responsible for independently providing expert professional management, consultation, guidance and training to executive management, regional administrators, superintendents, office managers and staff in regard to the comprehensive, safety, occupational health, hazard mitigation, security, emergency management and ergonomics activities of the agency per the requirements of federal and state law, and Washington Administrative Code.
  • Ensures agency compliance with federal and state human resource laws, as well as professional accreditation.
  • Leads staff in long-term strategic planning by setting expectations and objectives for the safety and emergency management teams, developing strategies for implementation, developing performance measures and standards, assigning, monitoring and tracking work, and providing support and development of staff.
  • Communicates and recognizes innovations, progress, and achievements as well as areas of needed individual manager and program improvement.

Required Qualifications :

  • Equivalent experience or education in emergency management, occupational health and safety totaling nine (9) years.
  • Bachelor’s degree and five (5) years of experience including planning, policy analysis, coordination and consultation with a variety of public and private agencies, organizations, and / or levels of government.
  • Master’s degree and three (3) years of experience including planning, policy analysis, coordination and consultation with a variety of public and private agencies, organizations, and / or levels of government.

In addition to those required qualifications, our ideal applicant will also have some or all of the following :

  • A Master’s degree in emergency management, occupational health, or safety related field.
  • Demonstrated advanced knowledge of laws, rules, executive orders and processes governing emergency management and safety, and legislative and policy processes.

OSHA training credentials, NIMS and ICS training certification.

  • Demonstrated ability to analyze and interpret complex legal and technical documents that may include agency rules, policies, contracts, legislative bills and federal or state statute.
