Location : Binghamton, NY or Rochester, NY
The salary range for this position is dependent on experience level ranging from $88,000 to $120,000.
Job Summary :
The Project Manager, Gas Engineering, is responsible for leading and coordinating multiple complex activities. This includes partnering with internal and external stakeholders to coordinate planning, design, execution, monitoring, and closeout of Research & Development and Integrity Management Program projects.
The Project Manager will manage high value, varying duration projects located primarily in New York. Projects managed include but are not limited to Inline Inspection of transmission and high-pressure distribution pipeline, software implementation and improvement projects, and participation in Gas R&D projects involving local, state, national and industry stakeholders and funders.
These projects are executed through several contracts put in place and managed by the Project Manager. The Project Manager will manage resource requirements, priorities, investment plans, project execution strategy, and internal / external resource requirements.
Responsible for the overall project control and coordination of the scheduling, cost controlling, and reporting processes and functions.
Major Roles and Responsibilities :
- Analyzes project performance and initiates actions to control scope, schedule, and cost performance.
- Coordinates with project stakeholders including other departments, consultants, attorneys, utilities, regulatory agencies, government agencies, and major customers.
- Development and maintenance of detailed schedules and risk management plans to execute projects.
- Execution and management of multiple procurement efforts to obtain contractors for design, construction, and oversight of projects.
- Utilizes schedule management techniques, such as critical path and earned value, to continuously monitor project progress and develop corrective actions.
- Ensuring a safe work environment through process and procedure adherence and safety metrics.
- Attendance at Executive management meetings, providing and presenting reports and cost-schedule-risk views as required.

- Ability to mobilize matrixed team members to deliver projects on time and under budget.
- Expert in risk management and mitigation plans.
- Development of cost loaded, critical path project schedules and earned value reports.
- Public presentation skills and ability to summarize concepts utilizing scheduling software tools (Primavera preferred).
- Understanding of quality assurance processes and implementation with project structure.
- Knowledge of main configuration and general arrangements of networks (substations, overhead lines, and cable; gas gate and regulator stations, distribution, and storage) infrastructures.
- Proven ability to lead teams and work in a team environment.
Experience / Training :
- Experienced in managing construction projects.
- Experienced in contract negotiations and supplier management.
- Proven experience obtaining siting permits.
- Project Management Professional Certification.
- Construction Safety Training.
- Experience in public speaking, construction management, and regulatory compliance.
Required Education :
- Bachelor’s degree with 5 years relevant experience required. Degree in Engineering or experience in the natural gas industry preferred.
- Project Management and OSHA Certification preferred.
