The Florida Department of Health (DOH) is responsible for the health and safety of all citizens and visitors to the state.

As a public health agency, the Florida Department of Health must monitor the health status of Floridians, diagnose, and investigate health problems, and mobilize local communities to address health-related issues.

The Florida Department of Health develops policies and plans that support health goals, enforce laws and regulations that protect the health of all residents and visitors, and link people to needed health care services.

The Florida Department of Health also provides specialized assistance to pregnant women, infants, and children with special health care needs, regulates health care practitioners, and provides medical disability determinations.

Medical Laboratory Technologist II :

The Medical Laboratory Technologist II performs laboratory duties and will work in the Specialty Care Center. The employee in this position works within the Laboratory section and the clinic function and has knowledge and skills in the daily performance of laboratory procedures.

Has good rapport with staff and clients, positive attitude, is flexible, approachable and accepts change readily as evidenced by lack of substantiated complaints / confrontations with staff and clients.

Promotes the department as a positive, caring community organization through courteous behavior toward all clients and co-workers.

Adheres to established Health Department policies and procedures.

This is an independent position requiring a leadership, decision making and overall general knowledge of laboratory functions including but not limited to : phlebotomy, lab processes, procedures, tubes, and specimen collection procedures, supplies and understanding clinic flow.

Our laboratory is a very fast paced, high volume lab and typically sees more than 50 patients per day which will require excellent communication within the lab team.

Your Specific Responsibilities :

  • Performance of phlebotomy / venipuncture duties for all patients presenting for services at the Specialty Care Center.
  • Develops, maintains and ensures current procedures manual and coordinates all duties related to the lab, including but not limited to;

opening the lab, closing the lab, daily duty assignments, lab tech assignments (if applicable), monitoring clinic flow, requesting additional staffing or equipment resources when necessary.

  • Development and maintenance log for all testing, licensure, calibration and inspection of all lab equipment and supplies.
  • Maintains the highest level of communication with the Health Department’s lab coordinator and the Bureau of Labs and contracted lab staff for any expertise necessary in the completion of duties.
  • Processes laboratory specimens and performs assigned laboratory procedures and other tests as necessary and immediately reports abnormal findings to appropriate staff.
  • Order’s laboratory supplies, rotates stock, and monitors expiration dates.
  • Cleans and maintains all laboratory equipment as indicated through lab procedures manual.
  • Provides students and staff orientation and guidance to laboratory equipment and procedures.
  • Maintains a current laboratory procedure manual for the use of all staff.
  • Submits EAR’s and timesheets per DOH guidelines.
  • Travels and participates in educational programs.
  • Performs other duties as required.

Required Knowledge, Skills, and Abilities :

  • Ability to establish and maintain effective working relationships with others.
  • Understanding written sentences and paragraphs in work related documents.
  • Knowing how to find information and identifying essential information.
  • Using logic and analysis to identify the strengths and weaknesses of different approaches.
  • Communicating effectively with others in writing as indicated by the needs of the audience (orally and written).

  • Knowledge of Health Management System.
  • Knowledge and skills in basic phlebotomy.
  • Ability to use Microsoft 365 applications (Outlook, Excel, Word, PowerPoint, MS Teams).
  • Knowledge of OSHA and Safety requirements associated with a lab.
  • Skills handling bio-hazardous waste procedures.
  • Skills in the use of universal precautions when working in a laboratory setting and / or with other potentially infectious materials (OPIM).
  • Ability to perform data entry.
  • Established a strong focus in regulatory compliance by collecting blood specimens in accordance with laboratory policies.

Ability to stand for prolonged periods of time.

  • Capable os ascending ladder to acces supplies.
  • Ability to participate in outdoor weather contiditions for community events during different time and / or regular schedule.
  • Ability to lift / carry, lower, or reach overhead 15-lbs or more frequently.
  • Ability to stand for prolonged periods of time.

Qualifications : Minimum :

Minimum :

  • At least one year of phlebotomy experience.
  • Willing to collect patients’ urine, blood and / or sputum specimens potentially infected with communicable disease such as Syphilis, Chlamydia, Gonorrhea, TB, Hepatitis, HIV / AIDS, or other emerging disease (like COVID-19, and Monkeypox).
  • At least one year of client / patient customer service experience

Preferred :

  • Bilingual English / Spanish
  • Phlebotomy certification
