SUMMARY :
Serves as a specialist for the electrical and instrumentation and control phases of design projects. Prepares electrical and instrumentation and control studies and designs for water, sewer and wastewater treatment facilities.
Reviews studies, cost estimates and designs prepared by consultants and other contractors to verify completeness, accuracy and compliance with the Authority’s design standards, specifications and other applicable codes and regulations.
Performance at this level requires experience in the planning, design and construction methods of major water, sewer and wastewater treatment facilities and infrastructure.
Incumbent is expected to carry out assignments independently, interpreting policy and regulations and coordinating work with others as required.
Methodology and approaches to solution of problems are typically determined by the incumbent.
ESSENTIAL FUNCTIONS :
- Develops electrical and instrumentation and control designs for the construction, modification, maintenance and replacement of water, sewer and wastewater treatment facilities.
- Performs technical review of electrical and instrumentation and control studies, calculations and designs prepared by consultants, contractors and in-house staff.
- Reviews and participates in development of design manuals and standard specifications and details for design and construction.
- Performs investigations and studies relative to failure or deterioration of equipment or systems and makes recommendations for replacement or improvement.
- Reviews shop drawings and design data submitted by contractors and manufacturers.
- Serves as project manager for the design phases of projects that are predominately electrical or process control and instrumentation.
- Provides technical supervision, guidance, and support to consultants, contractors and lower level engineers / technicians and interprets contract documents to provide clarification.
- Performs and maintains studies of electrical / instrumentation plant systems and infrastructure.
- Works with other specialists on overlapping areas of design projects and participates in the planning process.
- Complies with applicable safety rules and regulations.
- Performs other related duties and projects as assigned at the discretion of the supervisor.

Key Working Relationships : Interacts with co-workers in the department and throughout the Authority, consultants and contractors, and representatives from other government or private agencies or organizations.
EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED :
The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily.
Reasonable amounts of training are provided.
- Bachelor’s degree in Electrical Engineering or related discipline from an accredited college or university and seven years of progressive experience related to electrical engineering construction projects.
- Knowledge of related engineering disciplines such as civil, environmental and mechanical engineering. Knowledge of electrical / instrumentation design for major water, sewer and wastewater treatment facilities.
Skill in valuating and applying the latest developments and technologies in electrical / instrumentation design.
- Knowledge of national codes, industry standards and local and federal regulations for installation of systems and equipment.
- Skill in performing electrical engineering calculations and analysis and using office software applications.
- Skill in effectively communicating complex and technical matters clearly and concisely both orally and in writing.
