Mandatory Qualifications :
1. Level II- Between four (4) and seven (7) years of experience as a Business Analyst
2. Between four (4) and seven (7) years of client focused requirements analysis experience in performing the duties of a business analyst, including but not limited to : conducting business and / or systems analysis, elicitation, and validation of requirements, and producing requirements documentation
3. Between four (4) and seven (7) years of experience working on enterprise level software development projects with an active role in working with a wide range of stakeholders, including but not limited to : Customers, Project managers, Technical team, and other Business Analysts
Desirable Qualifications :
- Between four (4) and seven (7) years of experience performing analysis, documentation and validation of business requirements in a software development environment
- Between four (4) and seven (7) years of business and systems analysis experience working on the implementation of enterprise systems and conducting analysis for the creation of shared enterprise components
- Between four (4) and seven (7) years of business and systems analysis experience on analyzing data and relational databases
- Between four (4) and seven (7) years of business and systems analysis experience on evaluating, identifying and leveraging data for consolidation and reuse between different systems and stakeholders
- Between four (4) and seven (7) years of creating requirements documentation, including but not limited to : Use cases, Data dictionary, Business rules catalog, Screen prototypes, Screen Specifications, and adhering to pre-established templates
- Between four (4) and seven (7) years of experience of working independently in conducting the full analysis of a project
- Between four (4) and seven (7) years of experience with business process reengineering and optimization, including analyzing and formulating To-Be processes and requirements
- Between four (4) and seven (7) years of experience identifying, documenting and leveraging business requirements across multiple business and technical area stakeholders
Duties / Responsibilities :
- Identifying and documenting as-is and to-be business and system requirements using the IES prescribed business analysis methodology, processes, toolkit and tools including but not limited to context diagrams, process flows, use cases, data dictionary and user interface specifications;
- Conducting systems and data analysis for current and legacy systems;Meet with relevant stakeholders, including agency, local district subject matter experts, other IES program areas, and executive teams to elicit and document requirements;
- Produce work products that reflect and ensure system planning, design, and delivery are in line with business needs; Conduct work product peer reviews and assist in internal review process;
Understand and adhere to project timelines and priorities
How many candidates will be interviewed :
- IES will interview at least the top five highest scoring candidates. In this instance should none of the top five candidates be found to provide the best value to the State, IES will request to interview all candidates who are deemed susceptible based on technical and cost evaluations.
