The Oregon Department of Environmental Quality has a full-time opportunity available for an Air Quality Support Specialist (Office Specialist 2) in Portland, Oregon.

The Air Quality Division is responsible for collecting environmental information, analyzing environmental information, and developing sound and effective environmental strategies.
The Division ensures that the technical and scientific expertise is available to inform and carry out these responsibilities.
In partnership with others, the Division takes a comprehensive and holistic view of environmental impacts and seeks to create solutions that enable actions that can reduce those impacts.
The goal of the Air Quality Division is to ensure clean and healthy air for all Oregonians.
The Air Quality Program Operations Section has lead responsibility to ensure that DEQ’s air quality work is delivered in a consistent and effective manner across regions, including ensuring optimization of the agency’s air quality processes for delivering programmatic commitments and service to Oregonians.
This section partners with other sections and divisions to ensure that implementation planning is central to policy development.
This section is primarily responsible for support and coordination of point and area source programs that are implemented by the Regions, and this includes ongoing policy and guidance development, training, rule and statute revisions, performance monitoring, and oversight of air quality programs.
In addition, this section is responsible for implementing the Small Business Assistance program to help small business with AQ permits, the wood stove certification programs, and the permit invoicing system.

What are we looking for ?
Minimum Qualifications : 2 years of general clerical experience that included keyboarding, word processing, and generating documents, OR an Associate’s degree.
Candidates who are most competitive will also reflect the following :
- Demonstrated understanding the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
- Familiarity with Microsoft 365 and Office products : Word, Excel, Outlook, OneNote, Teams, and Access.
- Familiarity with business connectivity software such as Microsoft Teams, Zoom or other similar software.
- Experience using standard office equipment such as desktop and laptop computers, printers, copiers, scanners, video equipment, etc.
- Experience with databases, including entering data, running reports, and maintaining data integrity; familiarity with various DEQ Databases such as YDO, JIRA, etc.
- Strong organizational and time management skills with an ability to switch priorities or projects seamlessly; high aptitude for learning new things and an ability to pay attention to detail.
- Experience with records management; experience maintaining electronic and hard-copy files; experience using software for records management.
- Excellent verbal and written communication skills, as well as interpersonal skills.
- Experience researching, analyzing, and interpreting data, laws, policies, and procedures, and providing guidance on them to the general public.
- Skill in communicating orally and in writing with a variety of people answering questions and gathering and exchanging information.
Working Conditions :

This position will be based out of DEQ’s Headquarters office in Portland, Oregon. The successful candidate may be eligible for a hybrid work schedule with a minimum of one day a week in DEQ Headquarters.
The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs.
DEQ will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home.
At DEQ sites, you will have access to a workspace, however, it may be shared with other employees.
There will be occasional travel on official State business for meetings, trainings, conferences, and public hearings, some of which may include evening work, weekend work, and / or overnight stays.
This position will occasionally lift up to 25lbs to lift boxes and other office supplies.
