Main Purpose of Job

Opportunity to Join the State Treasurer’s Executive Team

The PolicyAssociate will serve as an asset to the State Treasurer by assisting the DeputyTreasurer for Public Policy in managing responsibilities related to legislationand policy.

With opportunities to growwithin the role and the agency, the Policy Associate will directly support the StateTreasurer’s work alongside the Maryland General Assembly, Governor,Comptroller, and various State agencies.

As a member of the State Treasurer’sexecutive team, the Policy Associate will produce work that facilitates theState Treasurer’s responsibilities at the highest levels of State government.

The State Treasurer is one ofonly four Constitutional Officers in State government, serving at one of thehighest levels of authority in the Executive Branch.

He is the onlyConstitutional Officer who is not elected by the citizens of Maryland. Rather,the State Treasurer is elected via a joint ballot of both houses of the GeneralAssembly, and his role is to represent the State’s legislative body.

The constitutional and statutory provisionsrelating to the duties of the Office of the State Treasurer can be found inArticles I, III, V, VI, and XII of the Maryland Constitution;

Title 5 of theState Government Article; and Titles 2 and 6-9 of the State Finance andProcurement Article. The Treasurer is the principal custodian of theState’s cash and assets and is responsible for all responsibilities in runningthe State’s treasury.

His fiduciary rolemakes him a key member of over a dozen boards and commissions associated withState cash flow and cash management.

The DeputyTreasurer for Public Policy serves as the State Treasurer’s chief advisor onmatters of public policy, including initiatives of the Maryland GeneralAssembly and those proposed before the boards and commissions on which theState Treasurer serves.

During legislative session, the Deputy Treasurer forPublic Policy interacts on a daily basis with legislators and legislativestaff, tracks legislation that impacts the State Treasurer’s Office and Statefinances, and coordinates testimony and outreach in support of the Office’slegislative priorities.

In addition, throughout the year, the Deputy Treasurerfor Public Policy remains the State Treasurer’s Office’s liaison to thelegislature, serves as the State Treasurer’s designee on several boards andcommissions, and assumes responsibility of various other special assignments.

This is a SPECIAL APPOINTMENT position that servesat the pleasure of the appointing authority.As such, the incumbent has limited rights of appeal for any personnel action and can be hired and / or terminated for any reason that is not illegalor unconstitutional.

POSITION DUTIES

  • Assist the Deputy Treasurer for Public Policy in monitoring federal, State, and local legislative actions that may affect the State Treasurer’s Office and boards on which the State Treasurer or Executive Division staff serve.
  • Conduct legislative and policy research and produce briefing materials for the Deputy Treasurer for Public Policy.
  • Provide administrative support to the Deputy Treasurer for Public Policy to include scheduling and coordinating materials.
  • Assist the Deputy Treasurer for Public Policy in preparing briefing materials, legislative testimony, and other correspondence for the State Treasurer and other State Treasurer’s Office staff.
  • Attend meetings and join calls with or on behalf of the Deputy Treasurer for Public Policy and brief as directed.
  • Coordinate activities with organizations for which the State Treasurer’s Office is affiliated or boards on which the Deputy Treasurer for Public Policy serves.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS

The ideal candidate should have :

  • Possession or pursuit of a Juris Doctor degree or a Master’s degree in economics, law, public administration, public policy, or a related field;
  • Experience in State government;
  • Experience performing executive level or paralegal research and / or paralegal functions;
  • Knowledge of introductory concepts of current business, economic and financial trends;
  • Ability to communicate professionally both orally and in writing;
  • Ability to organize and coordinate duties and responsibilities and to meet deadlines consistently; and
  • Ability to establish and maintain effective working relationships with peers and superiors, and to use tact, discretion and professional diplomacy in dealing with others.

LIMITATIONS ON SELECTION

Applicants must be willing to work onsite in theAnnapolis area. Candidates will be subject to a background investigation toinclude credit, civil and criminal history.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
