MINIMUM QUALIFICATIONS REQUIRED :

High School Diploma or GED Certificate.
Bachelor's degree in Engineering, Business or related field.
10 years of progressive work experience in utility management, operations, engineering, public relations, solar, renewable energy generation, other types of generation.
5 years in a management capacity.
Bilingual skills in Navajo / English preferred.
Valid Driver's License (subject to motor vehicle record review).
JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES :
- Improves staff effectiveness by counseling, training and recommending corrective action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner.
- Oversees the supervision of personnel, which includes work allocation, time approval, hiring, training, orientation, and problem resolution;
evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
- Develops measurable performance expectations for assigned staff according to department goals and objectives.
- Leads and participates in the development, operation, maintenance of energy and solar projects by conducting technical assessment of constraints analyses, root cause analyses, concept notes and concept papers.
- Leads and participates in the financing (pre-development, development, long-term) and monetization of applicable tax credits for renewable energy projects.
- Helps identify opportunities of development for renewable energy projects and renewable energy manufacturing projects (solar modules, components, balance of plant, wind turbines, etc.)
- Leads and manages project management tools to track implementation progress, as well as anticipate, identify and mitigate various implementation risks.
- Work with contractors overseeing solar project development and implementation while interacting with complex political, environmental and economic and other variables affecting the development and implementation of solar projects.
- Directs the development of product offerings and solutions for customers to proactively respond to customer needs related to grid reliability, distributed generation, grid reliability and resiliency, and new technological innovations.
- Works and collaborates with local and surrounding tribal chapters, tribal and federal government entities, surrounding school districts on utility needs, construction, and services.
- Achieves financial objectives by preparing and administering annual budget; reviews and approves expenses, write offs and work order fund process;
presenting and justifying budget recommendations to appropriate personnel.
- Promotes employee safety awareness, conducts safety meetings and enforces rules and regulations.
- Participates in developing strategic plan and principles for the utility and energy generation.
- Prepares or assists with the preparation of scheduled and / or ad hoc statistical and narrative reports; performs information gathering and analysis and / or forecasting, as specifically directed.
- Maintains professional and technical knowledge by : conducting research; attending seminars, educational workshops, classes, and conferences;
reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and related organizations.
