55 B / C QUALIFICATIONS :
Current permanent non-competitive state employees certified eligible for the 55 B / C program under the Governor's Program to Hire Persons / Veterans with Disabilities pursuant to Section 55 B / C of the Civil Service Law will also be considered.

NON COMPETITIVE PROMOTION (NCP) QUALIFICATIONS :
The Department of Civil Service is considering making a request to the Department of Civil Service to hold a non-competitive promotion examination for the above title in accordance with Section 52.
7 of the Civil Service Law if three or fewer interested promotional candidates respond to this notice. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is interested in competing in a promotional examination for the above title and if they would accept appointment if offered.
To qualify, you must be a current Department of Civil Service employee. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
Please note this will be a competitive appointment. The term non-competitive refers to the appointed candidate not needing to compete in the next holding of the examination.
The minimum qualifications for NCP appointment are : One year of permanent, contingent permanent, or 55 B / C service as a Human Resources Specialist 2 (Testing) or Human Resources Specialist 2 (Testing Engineering).
PROVISIONAL QUALIFICATIONS :
Based on the results of the canvass of the current eligible list for the Human Resources Specialist 4 (Testing) the Department may elect to make a provisional appointment to this position rather than a permanent appointment should the eligible list have less than three candidates interested.
If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Human Resources Specialist 4 (Testing) exam and be reachable for appointment from the newly established eligible list.

Duties Description The Testing Services Division is responsible for the development, administration, scoring and validation of the examinations provided to the public for State agencies and local jurisdictions.
To better serve New Yorkers and make examinations more accessible and convenient for all, the Department is implementing a new examination model known as continuous recruitment testing that will offer testing on a continuous basis with examinations held via a hybrid of online training and experience exams, multiple-choice exams via remote proctoring (online), and in New York State-operated computer-based testing centers.
This position will play an important role in ensuring the success of this new approach to examinations.
The incumbent of this position will oversee and plan the work of the Testing Support section of the Testing Services Division, including the Exams Control and Composition, Test Administration, and Exams Scoring and Results Processing Units.
These units are responsible for test material composition, the administration of in-person written, online, and remotely proctored examinations, and examination scoring.
The incumbent will also work closely with other management staff within the Testing Support section to oversee the operation of the Department’s 12 dedicated computer-based testing locations statewide and to plan and guide the work of the Civil Service staff assigned to these locations.
The Human Resources Specialist 4 (Testing) duties in the Testing Support section of the Testing Services Division will include but are not limited to the following :
Managing, coordinating, and reviewing the work of several Testing Support Units responsible for composing hard-copy and electronic test booklets and other test administration materials and seating candidates to the Department’s traditional test sites and the 12 dedicated computer-based testing locations.
The position will also be responsible for scheduling appropriate Test Administration staff to each test site, scoring candidate answer records, producing test results, and reviewing scoring keys, eligible lists, and exam rosters for accuracy and completeness.
- Providing direct supervision to up to three Human Resources Specialists 2 (Testing) and indirect supervision to up to three Senior Administrative Analysts and several support staff.
- Training, developing and evaluating subordinate staff.
- Communicating, orally or in writing, with a variety of audiences outside the section to present positions, resolve problems, and respond to inquiries or objections and overseeing staff’s communications with others.
- Working collaboratively with other Testing Services Division managers as well as with managers from other divisions within the Department.
- Serving on intra- and inter-divisional committees and overseeing special projects as needed.
- Serving as a technical consultant in the various aspects of test production, test administration, exam scoring and results processing, Veteran credit eligibility, and other testing support activities.
