TYPE OF APPOINTMENT ISSUED : This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
A WRITTEN EXAMINATION / ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Under the general supervision of the Complex Area Superintendent of the Pearl City-Waipahu Complex Area, the District Educational Specialist II :
Plans, organizes, coordinates, monitors and assists in the evaluation of the School Based Behavioral Health (SBBH) program within the district.
Schedules, assigns and provides administrative supervision of personnel providing the required array of services, including completing relevant personnel forms as appropriate.
Coordinates the placement of students with SBBH needs within the district and provision of SBBH services to students involved with multiple state agencies.
Ensures an evaluation system to assist schools to maintain compliance with all federal and state laws. Coordinates, prepares and participates in hearing proceedings related to SBBH programming concerns.
Organizes training resources to provide staff development and technical assistance for new and current personnel to enhance their knowledge-base of current best practices identified for the SBBH program and in their respective field of study.
Plans, coordinates and participates in in-service training for school personnel and parents. Confers, collaborates and participates in inter-agency meetings with other child serving agencies to maintain a seamless coordination of services.
Reviews and continuously analyzes the SBBH supports and services provided and prepares projections related to staffing, facilities, budget and program emphasis.
Prepares and completes all budgetary forms for allocation. Plans, develops, writes, monitors and evaluates federal or state funded SBBH projects.
Oversees all contracted services including development of Request for Proposals (RFP), drawing up contracts, execution and delivery of services contracts and payments, coordinating with the CA Business Manager to ensure appropriate contract specifications and contract monitoring requirements.
Provides clear direction to contracted private providers of the services required.
Provides technical assistance to principals, counselors, teachers and other school personnel in the preparation of Individualized Education Program (IEP) plans and implementation of the SBBH services and maintenance of programming for each student through monitoring IEP and behavior support plans.
Assists school administrators in improving the recognition of need for and delivery of SBBH services. Works with the OSSS to provide relevant training to support the delivery of SBBH services.
Ensures accurate data collection and application in SBBH program decision making. Maintains comprehensive statistical records pertaining to SBBH programs, supports and services.
Coordinates and participates on the District SBBH Implementation Team, serving as a district resource. Participates as a district representative on the State SBBH Implementation Team.
Maintains effective liaison relationships with the state office, other district offices, public and private agencies, community groups, schools and parents.
Performs other related duties as assigned.
Education : Graduation from an accredited college or university with a bachelor's degree in education with specialization in one or more subject matters appropriate to the areas of assignment.
Desired Education : Graduation from an accredited college or university with a master's degree in psychology, social work, special education, or other subject related to the provision of professional behavioral and / or intervention support services for children and youth.
Experience : Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.
Experience Substitution : Six (6) years of responsible professional work experience in education providing direct behavioral and / or intervention support services to students.
Combined Education and Experience : An equivalent combination of education and experience may be acceptable, as determined by the Department.
Substitutions can be considered for the requirement of experience in an education program, agency or system.
- Knowledge : Foundations of curriculum and instruction; instructional media and computers; foundations of American education;
- principles of learning and individual differences; tests and measurements; purposes, methods and materials pertinent to one or more subject matters and / or program areas of assignment;
laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
Ability to : Provide leadership, planning and coordination in the areas of assignment at the district level; communicate effectively with others both orally and in writing;
operate computer and other business machines; use tools, equipment, instruments and devices appropriate to one or more subject matters and / or program areas of assignment.
SALARY RANGE : EOSR-7, $110,136 to $155,904.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $110,136.
WORK YEAR AND BENEFITS : This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
