Major Responsibilities / Duties :
- Provide leadership and oversight of the Region 15 Financial Services Cooperative and perform duties of the cooperative, as necessary.
- Utilize supervisory skills and monitor staff performance to maintain high quality services.
- Provide training and technical assistance to ESC clients regarding state funding calculations, including interpreting state funding formulas, working state funding templates, developing pupil projections, and calculating tax rates and collections.
- Provide training and technical assistance to ESC clients regarding current state and federal finance reporting requirements including requirements for posting notices.
- Prepare and maintain accurate and complete records and reports as required by law, state directives, ESC policy and procedural directives.
- Provide accounting assistance to school LEAs in conformity with GAAP and GASB pronouncements and TEA accounting guidelines as required.
- Provide training and technical assistance to ESC clients regarding all aspects of budget development, revision, and management.
- Provide up-to-date information to ESC clients regarding developments, initiatives, and priorities regarding school finance at the state level.
- Serve as a resource contact when ESC clients need to locate a source of assistance for a school finance issue.
- Serve as a liaison between ESC clients and state education agencies in matters pertaining to school finance.
- Assist in review of PEIMS submissions throughout the year.
- Conduct and / or facilitate training in school finance issues for ESC clients, including school board members.
- Deliver presentations to ESC clients, community organizations, governmental agencies, and other interested groups regarding school finance issues.
- Assist ESC clients with payroll processing, accounts payable, fixed asset accounting and cash management.
- Keep abreast of school finance issues, including legislation, state-initiated programs and state and federal school finance trends.
- Perform other duties delegated by the Deputy Director or Executive Director.
Qualifications :
Education / Certification :
- Bachelor’s Degree in Business or Accounting (preferred)
- Texas Education Certification (preferred)
Experience :
Eight (8) years School Business Manager / School Administration experience (preferred)
Salary Range :
Full-Time (Pay Grade 7) Minimum pay beginning at $103,000.00
Part-Time (HRLY PROF) Minimum hourly pay $57.00
