Location : Olympia, WA Work is primarily remote. However, travel to the assigned duty station when necessary is required.
Must be able and willing to travel to all field offices in coverage Regions to attend trainings and meetings, and to provide support and training as needed.

The Opportunity :
This position will serve as a GAP Specialist in the critical role of supporting the work of professional staff (social service specialists, supervisors, area administrators, and regional administrators) regarding the Guardian Assistance Program (GAP) and the Extended Guardian Assistance Program (EGAP).
In this job, you will help establish and maintain state GAP subsidies for caregivers who enter Guardianships and including conducting eligibility assessments, working with proposed guardians, reviewing case files, creating a GAP and EGAP agreements to establish a subsidy.
You will maintain GAP and EGAP cases, acting as a liaison between guardians and evidence-based services and subsidy payments, ensuring state and federal policies and regulations are met.
Some of what you will get to do :
- Negotiate GAP and EGAP subsidies for qualified caregivers and submit for the appropriate level of approval.
- Review GAP / EGAP packets and meet with caregivers to complete GAP and EGAP forms.
- Respond to prospective guardian questions and educate Social Service Specialists on GAP and EGAP as a resource.
- Complete the GAP and EGAP agreement in FamLink.
- Complete appeal paperwork for denial of GAP and EGAP applications.
- Support concurrent planning and permanency outcomes for children, including the plan of guardianship.
- Participate in shared planning meetings and articulate options of guardianship and adoption to help guardians best determine the right option for their family.
- Monitor and support GAP and EGAP subsidy cases post-guardianship finalization.
- Identify resources to meet family needs pre and post-guardianship and connect families to community resources.
- Provide documentation and / or court orders to guardians.
- Verify EGAP eligibility criteria as described in the negotiated EGAP Agreement and problem-solve payment issues.
REQUIRED QUALIFICATIONS :
Equivalent education / experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs totaling four years
One year of experience as a Social and Health Program Consultant 1. (SHPC1)
A Bachelor’s degree in social work, health or social science, public administration, or a related field; AND three years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
A Master’s degree in social work, health or social science, public administration, or a related field; AND two years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs
NOTE :
- A degree in Social Work must be from an educational program accredited by the Council on Social Work Education.
- Degrees must be obtained from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or a foreign equivalent verified by a NACES-approved organization at naces.

Employees must successfully complete a formal training course sponsored by their division within one year of their appointment.
In addition to those required qualifications, our ideal applicant will also have some or all of the following :
- Strong working knowledge and experience in guardianship, guardianship support, and post-guardianship support concepts.
- Knowledge of ICWA, tribal MOUs, and the 7.01 Agreement.
- Knowledge of services offered by DCYF, the process to request those services, and DCYF contracted service providers.
- Ability to effectively communicate, present and comprehend (through oral and written forms of communication) with management, peers, clients, community colleagues, and the public.
- Ability to partner effectively with other professionals, community members, and Tribes.
- Ability to maintain a positive working relationship with Tribal workers and their supervisors with diplomacy and respect.
- Minimum of 12 months experience operating a computer and keyboarding and proficiency using Microsoft software : Word, Excel.
- Minimum of 12 months experience navigating the internet to find and download information that is relevant to complete the duties of the position.
- Experience using the statewide database, Famlink.
