The mission of the Colorado Coalition for the Homeless is to work collaboratively toward the prevention of homelessness and the creation of lasting solutions for homeless and at-risk families, children, and individuals throughout Colorado.

The Coalition advocates for and provides a continuum of housing and a variety of services to improve the health, well-being, and stability of those it serves.

The Chief Integrated Health Operations Officer (CIHOO) is the main operational, quality, and compliance leader for the Coalition’s Integrated Health programs and oversees the organization’s quality and compliance functions.

The CIHOO will work collaboratively with the Chief Program Officer and the Integrated Health and Supportive Housing Executive Team to ensure that all CCH programs operate in a safe, high quality, compliant, and efficient manner and that systems are in place to ensure access to and reimbursement for services.

Responsibilities include ensuring compliance with federal, state and local regulatory and grant requirements and leadership of quality improvement, quality assurance, evaluation, health information management, and HIPAA compliance.

The CIHOO is responsible for financial management of Integrated Health Operations and will optimize available resources, identify unmet needs, facilitate change, advocate for the organization and serve as a liaison and representative to external entities, as appropriate.

The effective date for your benefits will be the first of the month following your date of hire. Essential Job Functions

  • Works collaboratively with the Chief Program Officer and the Integrated Health, Supportive Housing & Community Services Executive Team to lead, develop, manage and supervise all areas under their direction in accordance with the applicable policies and procedures established by the Board of Directors, regulatory entities, program funders, and executive leadership.
  • Hires, trains, and supervises the Director of Recuperative Care, Director of Client Access, Director of BH Quality Assurance, Director of Evaluation, Manager of Health Information Management (HIM) / HIPAA Privacy Officer, and Integrated Health Administrative Assistant.
  • Responsible for overseeing a Quality Improvement / Quality Assurance (QI / QA) system that ensures high quality service delivery and adherence to established standards of care across CCH, developing and implementing the organization’s QI / QA and Risk Management Plans, and policies and procedures to ensure compliance with HRSA, HUD, FTCA, Medicare, Medicaid, PCMH and other federal, state, and local regulatory and grant requirements.

Ensure evaluation tools and plans are in service of quality improvement for the organization and its service delivery as well as aligned with our strategic plan and work.

  • In collaboration with other CCH leadership, responsible for the implementation of activities funded by grants and contracts received to support the delivery of integrated health care and other services ensuring deliverables are completed and all reporting requirements are met based on the conditions of the award or contract.
  • As the designated HRSA Health Center Project Director, acts as the primary organizational representative and point of contact to the HRSA Health Center Program, ensuring continuous compliance with the Health Center Compliance Manual and other Health Center Program regulations and requirements.
  • Serves as the Health Center Compliance Officer and Co-Chair of the CCH Quality Management Oversight Committee (QMOC) as appointed by the Compliance and Risk Management Subcommittee of QMOC, providing executive level oversight of the organization’s health care quality, compliance, and risk management activities.
  • Works collaboratively with the Integrated Health and Supportive Housing & Services Executive Team to provide leadership designed to further develop and sustain an integrated health care model for delivery of health care and other services.
  • Leads the development of annual budgets for all integrated health services and other organizational services as assigned.

In partnership with the Chief Financial Officer and the Integrated Health leadership, regularly monitors and ensures financial performance and adherence to budget goals, providing guidance and support in making changes necessary to maintain financial performance and sustainability.

  • Provides oversight to ensure systems are in place to allow individuals low barrier access to CCH integrated health and program services including providing for health insurance benefit enrollment support to ensure that services provided are reimbursed whenever possible.
  • Provides subject matter expertise and application completion assistance to the CCH Resource Development team to support CCH in acquiring additional grant and philanthropic funding to support the provision of services across the organization.
  • Serves as an active member of the Executive Team and the Integrated Health, Supportive Housing & Community Services Executive Team serving on various committees within CCH as well as external boards and committees to represent CCH and provide leadership regarding issues of homelessness and health care.
  • Ensures the organization regularly assesses client and resident satisfaction through surveys and other methods including through a process for hearing and resolving client grievances and that all appropriate follow-up actions are taken to address this feedback.
  • In partnership with the Chief Program Officer and other executive leaders, provides oversight and coordination of the development and implementation of the organization’s Strategic Plan.
  • At the CEO's request, provides information to the Board of Directors related to health center operations, compliance, quality improvement and assurance, organizational performance, and other areas under the CIHOO's oversight.

Qualifications Summary

  • Master’s degree in health administration, public health, or other related field of study or a Bachelor’s Degree and at least 8 years relevant experience.
  • Previous leadership experience in health care operations, quality improvement / assurance, and compliance.
  • Previous demonstrated experience supervising a multi-disciplinary management team.
  • Experience as a program developer, manager, and supervisor required.

$170,000 - $210,000 a yearWHERE A CANDIDATE IS PLACED IN THE COMPENSATION RANGE DEPENDS ON TOTAL RELEVENT YEARS OF EXPERIENCE.
