Lao Family Community Development, Inc. (LFCD) is a community development non-profit agency established in the City of Richmond in Contra Costa County in 1980.
Today Lao Family has expanded its operations and service footprint to two additional counties including Alameda and Sacramento.
LFCD’s headquarter office is in Oakland, CA. It delivers programs and services from 7 locations in 35 languages. The agency provides both community development real estate facilities and a diverse array of workforce, education, and human service that directly support predominantly low-income US born high barrier families and individuals, refugees, immigrants, transitional age youth, seniors and other special populations such as individuals with disabilities.
Job Summary : Under direction of the Site Supervisor, this position will be responsible for housing coordination, navigation, and placement of individuals experiencing homelessness.
- Furthermore this individual will also conduct housing searches and participate in the development of a portfolio of landlords and property managers to work with LFCD to provide housing opportunities to participants;
- coordinate and track communications with landlords and other community partners; manage, develop, maintain, direct and coordinate the activities of the housing program whose functions include providing direct service to participants;
- prepares and presents on activities, issues, and needs of the housing program; develop and implement housing goals and objectives;
manage LFCD housing communities; and perform related duties as required.
Roles and Responsibilities :
Become active in the landlord community to identify housing opportunities for individuals experiencing homelessness and those at-risk of becoming homeless.
Coordinate with the local housing authorities, housing and homeless service providers and housing team; Identify and cultivate relationships with prospective landlords, property management companies, real estate associations, and chambers of commerce with vacant housing inventory.
Develop and maintain accurate and current housing portfolio including management of LFCD housing.
Discuss with participants their housing needs and review listings of potential housing options that are aligned with their needs and geographic preferences;
provide housing advocacy on behalf of participants to expedite their access to housing
Provide emergency maintenance and response to tenant requests after working hours and weekends.
Assist participants with housing applications including preparing / obtaining any needed documentation and tracking application status
Educate participants on their housing rights and responsibilities
Create and / or maintain a database of landlords and properties and the relevant selection criteria they utilize. Communicate updates to relevant staff and community partners.
Carefully prepare documented correspondence, assessment reports, case records, program information and related documents to ensure program activities comply with program requirements.
Develop a strong liaison with law enforcement and human service agencies to provide effective service to participants
Participate in the development of outreach programs and materials for the public and service providers to educate attendees
Other duties as assigned.
Requirements and Qualifications :
Bachelor's Degree preferred; concentration in business management, community development, psychology, social work, or other related fields;
if no degree, then at least 3 years of case management experience working with sensitive needs populations including but not limited to low income, unhoused, unemployed, youth, justice involved community members, English as a second language, etc.
Self-starter, ability to work with minimal supervision; excellent communication, multi-task, community relations, networking and public speaking skills.
Excellent communication skills; keen appreciation for follow up, follow through, and attention to detail
Demonstrated ability to work with families, women, and children and without discrimination towards peoples of diverse cultures, races / ethnicities, socio-economic positions, ages, religions, genders, physical / mental challenges / disabilities and sexual orientations.
Understand, explain, and apply complex local, state, and federal regulations, policies, and procedures.
Able to travel to meet with service providers and participants; ability to work independently as well as part of a team; must have a flexible schedule on some evenings and weekends.
Proficient computer skills in MS Word, Excel, Power Point, database management and internet explorer.
Must have a valid California Driver License, clean DMV record and proof of current auto insurance and registration; must pass background check.

While performing the duties of this job, the employee is regularly required to sit and work on the computer; use hands to handle or feel and talk or hear;
moving objects up to 25 pounds.
