Minimum Qualifications : Graduate degree in Human Services (psychology, nursing, social work or a related field), and six (6) years clinical experience in working with either children or with individuals across the life spectrum with intellectual disabilities and autism (IDA) with comorbid mental illness (MI), challenging behavior and problematic sexual behavior.

Ability to orally communicate effectively in English in all levels of group and individual contacts / setting.Ability to communicate effectively in writing, using the English language, including computer based communication using e-mail, word processing, and data based systems.

Knowledge of Positive Practices / Approaches and the Recovery Model frameworks in Pennsylvania.Experience in working with multiple stakeholders and facilitating collaborative practices / supports for persons with dual diagnosis (IDA / MI), including but not limited to : Provider, Administrative Entity (AE), Health Care Quality Unit (HCQU), other community stakeholders, other Department of Human Services (DHS) Offices.

Experience in analyzing quality / risk management data to identify opportunities / strategies for system improvement.Intermediate computer skills including the use of Microsoft Office software and web based applications.

Ability to travel and spend time in the field are a necessary part of this role.Role Description : The clinical consultant will support the planning activities for individuals, provide clinical input and guidance, ensure from a regulatory and clinical standpoint that best and promising practice are being considered and explored to support individuals in integrated community settings, promote trauma-informed approaches, and enhance resilience and recovery for individuals, including youth, adults, and elderly stakeholders.

This will occur in the following ways :

  • Act as a resource and provide technical assistance (TA) to provider / AEs / Community Mental Health / County Mental Health related to IDA and co-occurring MI / behavioral phenotypes / problematic sexual behavior as requested, whether called with questions or requested for specific TA.
  • Support ODP’s oversight role through input according to ODP policy and best practices, working independently or with appropriate ODP staff when doing so.
  • Participate and lead transition planning for individuals moving to or remaining in integrated community settings.
  • Travel and field time to participate in person with support teams for the individual will be a necessary component of this role.
  • Support the individual’s team in developing complete biopsychosocial profiles.
  • Review behavioral incidents monthly (due by the 15th of each month). Utilizing HCSIS reports, identify individuals who may be at risk and review their ISP, SC notes, previous incidents, etc.

Of this review, create or contribute to a monthly report to be shared with DD lead for DD QM measures and the regional office.

  • Weekly participation in diversion calls.
  • Complete Higher Level Reviews as needed when a person with ID is at risk of placement in a State Operated Facility.
  • Maintain current knowledge of community resources available regionally and statewide to connect ODP regional offices and AEs with appropriate resources as needed.
  • Support referral to other clinical resources as appropriate.
  • Participate in Statewide Positive Practice Committee activities.
  • Work with Risk Management and Quality Management as needed and develop strategies with risk management to mitigate identified and potential risk associated with individuals with IDA.
  • Act as subject matter expert (SME) on IDA and co-occuring mental illness for children or individuals across the life spectrum, providing information to ODP, other DHS Offices, and external stakeholders as needed / requested.
  • Design / provide training as needed per TA or as requested by internal and external stakeholders and as approved by supervisor or ODP leadership.

All curricula should be submitted for DHS approval.

  • Maintain contact with various MH resources and local Behavioral Health Managed Care Organizations. Maintain contact list and interact as needed.
  • Maintain understanding of HCQU initiatives and activities in order to advise and refer as needed on individual needs
  • Weekly incident closure of behavioral incidents as identified by Regional Program Manager.
  • Remain up to date on all applicable best and promising practices in supporting inidivuals with IDA and MI.
  • Inform policy as requested based on best practices and trends.
  • Maintain regular contact and support to the field to understand current needs, trends, and challenges. Provide support as appropriate.
  • Assist provider community in developing capacity / training / support strategies related to children and individuals across the life spectrum with IDA and MI or other behavioral concerns.
  • Assist Risk Management / Quality Management in efforts toward restraint reduction / elimination and other ODP identified initiatives.
