Deputy Controller

Position Description

Responsible for assisting the Controller in the management assigned areas to include : creating, maintaining, reporting, analyzing and interpreting accounting and financial information to support sound policy making managerial decision-making and carrying out departmental and the City's financial plans and policies.

Work Location

This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

The City of Minneapolis does not sponsor applicants for work visas.

Job Duties and Responsibilities

  • Oversee and participate in the development of financial information in order to appraise financial results in terms of performance against budget.
  • Partner with selected City departments and departmental resources in providing, guidance and leadership relevant to budget setting and monitoring, procurement, rate setting, and to ensure strong financial performance.
  • Participate in the development of departmental financial forecasts and business plans.
  • Participate in discussions to determine financial strategy and tactics related to collective bargaining.
  • Assist the Controller in maintaining and enhancing the City's system of financial accounts maintenance of records on all financial transactions and assets.
  • Assist the Controller in evaluating, instituting and executing financial policies and procedures to ensure appropriate controls related to the preparation of financial statements and reports.
  • Direct and evaluate the performance of staff, and make adjustments, as required, to meet needs and objectives.
  • Establish objectives, processes and metrics for the division in order to ensure relevant, reliable service delivery to internal and external customers.
  • Lead process improvement initiatives to provide timely, accurate, relevant financial information used by a broad range of decision makers inside and outside City government.
  • Assist the Controller in the preparation and review and / or approval of accounting reconciliations to ensure timely and accurate information regarding City funds.
  • Lead efforts to monitor and manage the financial performance of internal service and enterprise funds.
  • Assist the Controller with the preparation and submission of the City's Comprehensive Annual Financial Report (CAFR), including financial reports and management discussion and analysis.
  • Manage the City's Grant and CPED accounting functions
  • Lead the COMET support team and assist in the management and the maintenance and support of the City's financial system (Compass).

Required Qualifications

Minimum Qualifications

Bachelor's Degree in Accounting, Finance or Business Administration (Master's Degree desirable).

Minimum Experience

Five years of accounting experience which includes progressively responsible experience supervising accounting and finance activities.

The position requires prior experience forming and maintaining relationships with stakeholders in an organization comparable to the City.

Licenses / Certifications

Certified Public Accountant (CPA)

Selection Process

The selection process will consist of one or more of the following steps : a rating of relevant education and experience and / or an oral examination (100%).

It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process.

A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list.

The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check

The City has determined that a criminal background check and / or qualifications check may be necessary for certain positions with this job title.

Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and / or verify their qualifications in connection with the position sought.

Applicants who do not sign the informed consent form will not be further considered for the position.

Drug and Alcohol Testing

All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made.

Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Union Representation

This position is not represented by a collective bargaining agreement.

Eligible List Statement

The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration.

This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two months after it has been established.

Interview Selection

The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list.

If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

  • Considerable knowledge of Generally Accepted Accounting Principles and GASB statements.
  • Developed leadership and supervisory skills.
  • Excellent problem solving, analytical and creative skills.
  • Excellent oral and written communication skills.
  • Thorough knowledge of the principles and practices of accounting operations.
  • Thorough knowledge of municipal finance.
  • Working knowledge of City functions and systems.
  • Working knowledge of organizational principles and managerial practices.
  • Working knowledge of State and Federal employment law.
  • Working knowledge of computers and software used in the City.
  • Ability to communicate effectively with all levels of City management, including the Mayor and City Council.
  • Ability to manage multiple tasks, meet deadlines and work under pressure.
