OverviewGovCIO is looking for a Sr. Project Manager to join our Health PMO team. The candidate should have experience with a civil agency, preferably the Department of Veterans Affairs.

The environment is dynamic, and client needs are often evolving. As such, thought leadership, problem-solving, rapid learning, and carrying the innovative mindset needed to lead our clients through conceptualization, strategic planning, and execution is important.

Additionally, flexibility and forward-thinking views are important for success. This position will be a fully remote US position with core hours Monday through Friday 8am-5pm eastern time.

ResponsibilitiesCreates integrated project plans for products in development projects. Manages work performed by a project team comprised of multidisciplinary third-party contractors.

Reviews, manages, and controls status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.

Develops mechanisms for monitoring project progress and for intervention and problem solving with team members and line managers.

Reports to the Product Line Sr. Program Manager.Manage Agile delivery model, whether Scaled Agile Framework (SAFe), Lean Kanban, DevSecOps, or other iterative development approachesSupport program management, governance, oversight, and executive level reportingManage competing priorities, address data calls, and provide ongoing progress reportsDocument and provide recommendations for technical management approaches on projects / productsManage parallel projects under a complex program while also providing cross functional program level support.

Create strategic roadmaps, with alignment to goals and operations plansDocument, track, and monitor project, program, system, product, and various performance metrics and report progress with recommendations or innovative approaches for improvement, organizational maturity, and / or optimizationServe as an escalation point for customer concerns if / when they arise and identify appropriate resolutions to achieve client satisfaction in a timely mannerProvide leadership and direction to any assigned direct reports, clients, key stakeholders, and executive leadershipProvide strategic advice on product line performance through automation, continuous integration pipelines, and other meansUnderstand existing processes and identify how to improve and streamline them to improve team efficiency and effectivenessProvide advice for product teams as it relates to automation, CI / CD, and DevOps and / or DevSecOpsManage and coordinate requirements implementation and delivery across various projectsCollect, analyze, manage, and report key Product Line execution status and metrics across all aspects of the Agile product development lifecycleSupport communications, program baseline support, strategic planning and analysis, data collection, quality reviews, risk management, scheduling, and overall management of assigned projectsMonitor, track, and provide client reports on project schedule, work plan, risks, action items, key decisions, meeting minutes, and budget to ensure the project meets targeted dates and goalsSupport fast turnaround requests for data callsUnderstand the client’s business issues and data challenges;

perform gap analysis and recommend solutionsConduct research, analyze information needs, and perform analysis to support the delivery of relevant artifacts including business process diagrams, reports, and presentationsTranslate complicated issues from multiple information sources into a clear point of view, and create a compelling, concise, and well-written narrativeQualificationsRequired Skills and Experience : Bachelor’s degree in engineering, computer science, systems, business or related scientific / technical discipline plus 15 years of commensurate work experience, 10 years of additional relevant work experience may be substituted for educational requirementsExperience managing middleware projects with down / up-stream dependenciesSAFe / Agile software development / project management experienceAdvanced MS-Project and MS-Excel experienceAgile Jira project setup, configuration and management experienceExperience within progression from an SDLC project individual contributor to an SDLC project managerStrong understanding of Agile requirements with traceability in epic / feature / story / acceptance criteria definition through releasesStrong experience with projects which require well organized management, tracking and communications of complex product development dependenciesExperience in managing mid-sized or large-scale software development projectsExperience in the software development lifecycleProficient with MS Office (Word, Excel, PowerPoint, Visio)Proficient with MS SharePoint and MS TeamsExperience using Jira in an Agile or SAFe environmentUnderstanding of DevSecOps principles and best practicesStrong facilitation and excellent verbal communication, oral presentation, analytical and written communication skillsExperience managing multiple concurrent projectsExperience providing cross-functional program level supportExperience creating and presenting executive summary presentationsExperience in risk management and mitigation strategiesPreferred Skills and Experience : Computer science degreeAgile / SAFe certification(s)PMP CertificationSDLC technical role experienceDevSecOps experienceConfiguration Management in advanced technologies experienceExperience in Department of Veterans Affairs project managementExperience in Healthcare IT project managementCertified Scrum MasterUnderstanding of Lean Six Sigma and LEAN principles and processesExperience with platform operations support, practices, strategies, and managementUnderstanding VA technologies such as VistA, VPR, REST API SOAPFamiliarity with InterSystems products such as (Cache, IRIS, FHIR ODS, HS, HC, etc.
