Must possess a valid driver’s license.
REQUIREMENTS Must pass a criminal background investigation, pre-employment physical, and drug test.
NATURE OF WORK PERFORMED This position is responsible for managing the Traffic Maintenance Bureau staff and operations including reviewing traffic studies, overseeing preparation and permitting of traffic signal plans, reviewing technical drawings for installation or modification of traffic controls or other transportation and public works infrastructure, and managing field activities for the installation and maintenance of traffic controls citywide.
- EXAMPLES OF WORK PERFORMED Coordinates and manages daily activities of staff in the installation and maintenance of traffic controls;
- coordinates with city Bureaus to establish traffic control and detours; coordinates with contractors working within City rights-of-way to ensure work is being done safely;
- prepares traffic signal plans and permits; reviews technical drawings for installation or modification of traffic controls and other transportation and public works infrastructure;
- performs computations per published technical manuals; coordinates and determines applicable rules and regulations relating to traffic and implements required measures;
- reviews and comments on land development site plans; attends and presents information to planning, zoning boards and other community groups or organizations;
- reviews and evaluates traffic studies submitted by traffic consultants; coordinate and manages traffic controls for street closings and traffic pattern modification for the special events;
- maintains Traffic controls GIS database and fabricates traffic and parking control signs; computer skills; conducts and interprets speed and traffic studies;
- Ability to prepare annual budgets and make necessary purchases of all signs, paint, replacement and new parts, and hardware to operate Traffic Bureau;
manages traffic related design projects; applies for and manages grant applications for traffic improvements.
- REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES Must possess good management and communication skills; good knowledge of Pennsylvania Title #67 and traffic control regulations;
- good knowledge of Title #75, Pennsylvania Motor Vehicle Code; ability to prepare or oversee / manage preparation of and permitting of traffic signal plans;
- ability to react and coordinate efforts during emergencies; must possess graphic and computer skills; ability to read and understand site plan reviews, traffic signal reviews;
basic knowledge of specialized painting equipment; ability to carry out duties and follow technical, oral and written instructions.
