Petroplan is seeking an HSE Enviornmental & Regulatory Supervisor to join an industry-leading independent oil and natural gas exploration and production company local to Texas.
Job Summary
The Environmental and Regulatory Supervisor oversees compliance efforts for our clients operations in the US Onshore-Eagle Ford Shale (EFS) region, ensuring adherence to federal, state, and local regulations, with a focus on Texas Railroad Commission (RRC) and Texas Commission on Environmental Quality (TCEQ) rules.
Preferred Qualifications :
- Bachelor's degree.
- Minimum 15 years' experience in onshore field regulatory plans and permitting, including 5 years of supervisory experience.
- Knowledge of BSEE and BOEM permitting requirements.
Responsibilities :
- Incident Management : Ensure timely reporting and assessment of spills and fires to regulatory bodies, assessing their environmental and economic impact.
- ESG Initiatives : Support the company's ESG team in maintaining standards and tracking progress through data analysis and auditing.
- Flaring Compliance : Ensure compliance with RRC regulations regarding natural gas flaring, seeking innovative solutions to minimize excess flaring.
- Regulatory Filings : Manage all regulatory filings required for development and production plans, ensuring compliance and timely submissions.
- NOV Resolution : Track and resolve notices of violations from regulatory agencies, minimizing sanctions.
- Agency Interactions : Schedule and conduct conferences with regulatory agencies to address operational issues and achieve compliance.
- Reporting : Maintain weekly reports on environmental and regulatory matters, ensuring compliance with agency rules.
- Site Assessments : Coordinate environmental assessments for construction projects, ensuring compliance with relevant laws and regulations.
- SPCC Plans : Oversee the preparation and updating of SPCC plans, ensuring staff are trained in compliance.
- Incident Remediation : Manage remediation efforts for operational spill incidents, ensuring compliance with regulatory standards.
- H2S Management : Coordinate H2S compliance efforts, including testing and filing necessary forms with regulatory agencies.
- Pit Maintenance : Ensure compliance with RRC requirements for water and flowback storage pits, including inspections and filings.
- Waste Management : Manage waste generated by operations, ensuring proper handling, labeling, and disposal.
- Air Emissions Compliance : Ensure compliance with EPA and TCEQ air regulations, including monitoring and reporting.
- Budgeting : Coordinate the development of the annual budget for the HSE Onshore E&R Team.
- Trade Association Representation : Serve as the company's representative in trade associations, providing input on industry initiatives.
- General Reporting : Assist in the preparation and submission of environmental and regulatory reports.
- Industry Benchmarking : Assist in data acquisition and analysis for environmental trend analysis and benchmarking.
- E&R Team File Management : Maintain and update technical files and tracking sheets related to compliance efforts.
- This role coordinates with both office and field HSE E&R personnel to implement strategies that align with the company's environmental goals, regulatory best practices, and corporate governance standards.
Additionally, the supervisor manages data compilation for sustainability reporting and tracks progress towards ESG objectives.
